Pelham residents will see a bump in their property taxes now that town council has approved both capital and operating budgets for 2025. The final tax levy increase is 4.84 per cent, after taking into account 2.09 per cent assessment growth. The average residential property in Pelham with an assessed value of $377,000 will see an increase of about $111 for the year on the town portion of property taxes. The operating budget includes investments in long-term assets, new infrastructure and day-to-day expenses. The budget increases to just less than $26 million, up from about $24 million in 2024. Corporate services director and treasurer Teresa Quinlin-Murphy went through some of the budget decisions, including that a records and licensing clerk hire be deferred to 2026. The capital budget, meanwhile, totals $16,886,000, including water and wastewater capital projects, with projects funded by reserve transfers, debt, parkland dedication funds, development charges, other revenue and grant requests. The town’s overall budget for 2025 includes investments in information technology, putting money toward equipment renewal and video surveillance for Fenwick’s Centennial Park. Fire and bylaw services will see replacement of its Jaws of Life (auto extrication tools); Meridian Community Centre the refinishing and relining of gymnasium floors. Additionally, council added an MCC hot water tank storage project in the amount of $10,000. Replacement of town hall windows and the addition of lighting at the Centennial Park batting cages as requested by Pelham Minor Baseball Association will both await grant funding or be put off to 2026. Funding was also put toward permanent bocce courts for Pelham Special Olympics at $44,000 and paving of the Steve Bauer Trail from Port Robinson Road at Station Street to Hurricane Road at a cost of $20,000. Council approved funds for a solar-powered LED pedestrian crossing at Wellington Heights School for about $25,000. Major infrastructure projects next year include road reconstruction of Canboro Road ($3.2 million); a road extension at Station Street ($1.6 million), road rehabilitation ($1.25 million) and stormwater facility maintenance ($400,000). Ward 2 Coun. John Wink credited town staff for finding a way to decrease its originally proposed tax levy, saying “any increase isn’t a great news story, but this is a good news story that we are able to come in below five per cent.” Said Ward 1 Coun. Wayne Olson, “The dividend for ratepayers has been we’ve been rewarded for better service, much more creative service so I think this is a great budget and I am very much in support of this. “This is about the best budget we can have for these times we are facing.” Lincoln Pelham Public Library presented its budget to council in November. It asked for an increase of about $86,000. Just less than another $1.3 million added to the library’s budget will come from the Town of Lincoln. Pelham’s water and wastewater budgets will be presented to council for approval in February.
