He’s not selling luxury brands or expensive jewels. Chaput sells cheese, and at Christmas, cheese is a hot commodity. In October, two men walked into a local grocer and filled their carts with cases of butter valued at $936, and four days later a Guelph grocer lost four cases valued at $958. Tracey said he has looked at online marketplaces and found listings by people selling 20 or 30 pounds of butter at a time. “Clearly, somebody didn’t accidentally buy 30 extra pounds of butter. So, they must have come from somewhere,” said Tracey, “I think at this point it appears to be the black market is where it’s headed.” He said the thefts seem to be organized, with two or three people working together in each case. Police in Brantford, Ont., are also investigating the theft of about $1,200 worth of butter from a store on Nov. 4. Charlebois said retailers could invest in prevention technologies like electronic tags, but putting them on butter or cheese is rare. He said up until recently grocery store theft has been a “taboo subject for many years.” Stores didn’t wanted to talk about thefts because they didn’t want to alarm people but now they feel they need to build awareness about what is “becoming a huge problem,” said Charlebois. Chaput, the cheese store owner, said he had been running the East Vancouver store for 15 years while managing the store in Kitsilano for 30 years, and he loves his customers. “It’s really one of the best parts of our businesses, seeing familiar faces and making new customers. It’s why we come to work, really. Partly it’s the cheese, and partly it’s the people,” said Chaput. He said his strategy to combat would-be thieves is to give them extra customer service to make it harder for them to steal. He admits, however, that the shoplifting causes him stress. “It’s challenging. You’re busy trying to run your business day to day and take care of customers and take care of employees. But the political ferment and fervour once associated with that movement have grown more intense as it has been mimicked by Conservative leader Pierre Poilievre. There is one difference between then and now that could alter that trajectory. The PPC was driven largely by conservatism. It never had a singular leader of its own whose brand was a driving force in itself. The current movement is essentially copycatted by Poilievre. Its future, short-term and long, will depend largely on him. So imagine my bewilderment when Poilievre's mysterious turnaround from Harper to far right came. Most became aware of Poilievre's shortcomings – and continue to compensate for them. Perhaps, they view their leader as a self-regulatory strategy, riding the disciplinary coattails of the more fortunate and experienced politicos. Taken together, within the social self-regulatory process, by which we draw close to others to compensate for our own flaws, the overwhelming evidence suggests that the two leaders and their platforms couldn't possibly be any different. Perhaps the mere presence of Poilievre signals the fall of actual conservatism. In Boston, Brahm Callahan received a GPS ping every 30 minutes with the trucks’ locations and the temperatures inside the cargo bays; they were holding steady at 55 degrees. The deal had been nearly two years in the making and killed and resurrected over half a dozen times during that span. Callahan, master sommelier, 35 years old, had seen some of the most incredible wine collections in the world, but never anything like the cellar he had just bought. He knew from the moment he stepped inside it that he would never encounter another collection so miraculous, so meticulously curated, so impeccably cataloged and stored, and so impossibly stocked with unheard-of rarities. Now he and his partners were about to take possession of the entire haul. The first step of the plan was nearly complete. The trucks would converge again at a bonded warehouse in Sonoma County, where Dan O’Brien, 40, was waiting to take possession of eight figures’ worth of wine while trying not to think about all the money they owed, or everything that needed to happen before they could pay it back. First, the wine had to show up as planned—the convoys were taking separate routes at the insistence of the insurance companies, to mitigate risks such as avalanches and hijackers—and then the designated portion, several thousand bottles of valuable rare wines, had to make its way by boat to Hong Kong in time to be received and cataloged for a Sotheby’s auction in February. The various lots needed to sell for enough to cover the money they owed to the hard-money lender who had financed the deal at terms that would make a loan shark shudder. From his condo in Boston, Scott Leverenz ran the numbers again, out of habit. The loan would reset every 30 days, the principal growing each month alongside the compounding interest in a convoluted death trap of penalties, fees, and clawbacks. Time was not on their side. Shortly after the wine arrived, the news began reporting an unknown respiratory illness killing people in China. The country would lock down a few weeks later. Callahan, Leverenz, and O’Brien had just borrowed $12.5 million to buy a store of wine that now might as well be on the moon. The Crew Callahan first outlined his plan to Leverenz one morning in 2016 in the Amtrak bar car heading back to Boston from Philadelphia. They were fending off hangovers after a Guns N’ Roses concert; neither had slept. But kicking ideas back and forth across a bartop was how they had always done their best thinking, going back to when they first met as Boston sommeliers in 2009. In the blind-tasting portion alone, candidates must correctly identify six different wines by grape variety, country of origin, district, appellation, and, finally, vintage. Not only had Callahan passed the test, he had eventually become a member of the Court. Leverenz had a head for numbers. He and Callahan had both passed through Grill 23 & Bar , a revered Boston steak house that operated as a sort of elite boot camp for those forging a career in wine. Unlike most restaurants with encyclopedic wine lists, Grill 23 actually moved the juice, and opportunities to taste rare and notable vintages were frequent. Leverenz went on to become a somm and wine director for some of Boston’s top restaurants before managing national sales for major importers; he also traded in rare and fine wines. Having experience in both buying and selling had stripped away the varnish of romance that dazzled so many people into ostensibly bad business decisions: Leverenz liked to say that the best way to end up with a million-dollar winery was to start with a $2 million winery. He loved the industry and wasn’t immune to the glamour, of course—he just preferred to understand it for what it was, and to make a profit off of it when he could. Like Callahan and Leverenz, O’Brien had cut his teeth at Grill 23 and had a natural allergy to all of the stupid money sloshing around the wine industry, though unlike the other two, he wasn’t much for sitting on appreciating assets for the sake of a tidy profit down the line—he’d rather drink a Dujac Grand Cru immediately after buying it, maybe with a burger. With his beard and glasses and easygoing grin, the onetime Boston somm now looked the part of an affable San Francisco garage winemaker, but there were few areas of the industry he hadn’t touched, from developing wine programs for luxury hotel groups to producing blends for private-label clients to revamping a historic Calistoga vineyard as COO. He had extensive experience buying, storing, and transporting wine—easier said than done given that alcohol is a highly regulated substance, which makes moving it across state lines a costly, time-consuming, and tediously complicated bureaucratic process. He had the bonded storage, insurance premiums, and drawers full of licenses and permits to attest to that. Callahan had worked with both separately, but despite all being Grill 23 alums, the trio had never worked together until now. They sealed their partnership over omelets and coffee at a grungy diner down the street from an impound lot. The Plan What Callahan pitched was this: Raise enough money to buy a white whale of a cellar, a highly secretive monster collection somewhere in the Rocky Mountains—one of those murmured opportunities that surface from time to time in the tight, clubby world of master somms and elite collectors. It supposedly contained vast quantities of vanishingly rare wine, the kinds of bottles that simply didn’t come to market anymore or were never supposed to have existed in the first place: unheard-of large-format Burgundies; decades of Hermitage; massive stores of cult Champagne. The collector had started acquiring in the ’80s, back when you could just show up in Vosne-Romanée, knock on the door of some family producer that had been making Burgundy in the region for hundreds of years, and walk off with however many cases you felt like shipping home. Provenance and documentation were said to be perfect. And yet the cellar had been quietly on the market for some time, with no takers. Why? DETROIT — Fifty years later, a man who grew up in suburban Detroit tried to return a very overdue baseball book to his boyhood library. The answer: You can keep it — and no fine. Chuck Hildebrandt, 63, of Chicago said he visited the public library in Warren while in town for Thanksgiving, carrying a book titled "Baseball's Zaniest Stars." He borrowed it in 1974 as a 13-year-old "baseball nut" but never returned it. "When you're moving with a bunch of books, you're not examining every book. You throw them in a box and go," said Hildebrandt, who lived in many cities. "But five or six years ago, I was going through the bookshelf and there was a Dewey decimal library number on the book. 'What is this?'" Inside the book was a slip of paper indicating it was due back at the Warren library on Dec. 4, 1974. Hildebrandt told The Associated Press he decided to keep the book until 2024 — the 50th anniversary — and then try to return it. The 30 organizations pick teenagers and college students who will not join their big league clubs for years—if ever. sports house The Ghana Immigration Service (GIS) says it is implementing a new integrated border management system known as the “Immigration 360” meant to fully automate passenger processing and data management at all the 48 approved entry/exit points of the country and other operational commands. The $94.6 million new border management system, it said, also seeks to address challenges with sovereignty, interoperability and other inadequacies associated with the existing systems installed at 12 approved borders. The GIS explains that as part of Phase One of the project, it was installing border management systems including an e-Gate component at the Kotoka International Airport in Accra KIA which was geared at enhancing smooth passenger clearance and processing. The Deputy Commissioner of Immigration (DCI) Special Duties/Public Affairs Department of the GIS, Maud Anima Quianoo said the whole component at the KIA comprising the immigration control systems and the e-gates cost $5.5 million. The e-Gate system alone comprising 15 units of e-Gates with accessories which form part of the border management system being installed at KIA costs $1.7 million. Reacting to claims circulating on social media and other platforms suggesting that the e-Gates System deployed at the KIA) costs the taxpayer $240 million, the GIS in the statement clarified that the $240 million referenced in the circulating article on social media was in relation to the whole cycle cost of the project including the initial implementation cost of $94,664,374.57. “The $240 million includes two periodic wholesale upgrades of the critical components of the system and cost of maintenance and licenses over the 10-year cycle of the project. The first upgrade type is in three replacement cycles of key components of the system. The second upgrade type is two (2) 5-year upgrade cycles within ten (10) years to replace major components of the technical infrastructure. This is to ensure a refresh of the system at all times and to ensure the hand back of a brand-new system at the end of the ten-year period, the GIS press statement said. It added that after accounting for Valued Added Tax (VAT) and other taxes, the total came to $274 million, which includes maintenance and hands-on support services over a 10-year period to guarantee the system was operational around-the-clock. “It is worth noting that the Immigration 360 provides the benefits of integrating seamlessly with local Databases which include the Ghana’s National Identification System (NIS), Driver and Vehicle Licensing Authority (DVLA), National Stop/Watch List, and International Systems. Namely , Interpol, ICAO’s Public Key Directory (PKD), Advanced Passenger Information (API) , Passenger Name Record (PNR), Personal Identification Secure Comparison and Evaluation System (PISCES) which facilitate travel, trade and security. Concluding, the GIS said the system developed by Margins ID Systems Application Ltd, a private, local Ghanaian company, offers the capabilities to also integrate the various visas and permits issued by the GIS with the border controls processes across the country. “It is important to note that, Margins ID Systems Application Ltd (MIDSA) is pre-financing the implementation cost of $94,664,374.57 and will be repaid from revenue that will accrue from the use of the system. “ BY TIMES REPORTER

AUSTIN, Texas (AP) — Any Texas or Texas A&M player has heard the lore of the rivalry between the two schools, a grudge match that dates to 1894. But for more than a decade — two generations of college football players — that's all it has been: Ghostly memories of great games and great plays made by heroes of the distant past. That changes this week when one of college football's great rivalries is reborn. Third-ranked Texas (10-1, 6-1) and No. 20 Texas A&M (8-3, 5-2) meet Saturday night for the first time since 2011, with a berth in the Southeastern Conference championship game on the line . “Guys that have been in my position and bleed burnt orange, they have not gotten to play this game,” said Texas fourth-year junior safety Michael Taaffe, who grew up in Austin. “Remember them when you step on Kyle Field.” For Aggies fans, who have carried the misery of Texas' 27-25 win in 2011, getting the Longhorns back in front of a frenzied crowd in College Station is a chance for some serious payback. “I was born and raised an Aggie, so I’ve been dreaming about playing in this game my whole life,” Texas A&M offensive lineman Trey Zuhn III said. Zuhn played high school football in Colorado, but his parents and grandparents attended A&M. At SEC media days back in August, Zuhn said his family would turn Texas gear upside down in stores. He keeps a picture of a longhorn in his room, hanging upside down, of course. “It should be the most amazing atmosphere that I’ve ever experienced,” Zuhn said. "I can’t wait for that, and I feel bad for Texas having to play in that." Texas players said they are ready. “That place is going to be rocking,” Texas senior cornerback Jahdae Barron said. “It's good to go on the road and play in hostile environments.” The Longhorns have overcome big and loud road crowds before. They won at Alabama in 2023. They won at Michigan and Arkansas, another old rival, this year. The Longhorns have won 10 in a row on an opponent’s home field. “When the hate is on us, we love it. We enjoy it,” Taaffe said. But some former Texas players say the current group has faced nothing like what awaits them in College Station. Playing at Texas A&M is more than just noise and a lot of “Horns down” hand signals. The “Aggie War Hymn” fight song calls for Aggies to “Saw varsity’s horns off." Beating Texas is their passion, said former Longhorns All-American offensive lineman Dan Neil, who won at Texas A&M in in 1995. He calls that win one of the best of his career. “I was done showering and getting ready to leave, and their fans were still standing outside the locker room screaming and throwing things,” he said. “The (Texas) players have no idea what they are walking into. They have no clue. No one on that team has walked into that stadium in burnt orange.” The rivalry broke up when Texas A&M left the Big 12 for the SEC in 2012. The Aggies have twice finished tied for second but have otherwise found little success there. Texas is in its first year in the SEC and has smashed its way to the top. Texas is the only SEC team with one loss this late in the season, which would make beating Texas that much sweeter for A&M. “The hype is definitely saying it's a rivalry. History says it's a rivalry, but for us, it's the football game we have this week,” Texas senior center Jake Majors said. “It's important for us to not let the environment, the game, get the best of us. ... I get to go out there and play not only for me and my team, but for the guys who came before me, so that's a true honor to have.” Even though the game hasn't been played since 2011, there has always been an element of the rivalry simmering under the surface, Texas A&M coach Mike Elko said. Special counsel Jack Smith's move on Monday to abandon the federal election interference case against Trump means jurors will likely never decide whether the president-elect is criminally responsible for his attempts to cling to power after losing the 2020 campaign. The decision to walk away from the election charges and the separate classified documents case against Trump marks an abrupt end of the Justice Department’s unprecedented legal effort that once threatened his liberty but appears only to have galvanized his supporters. The abandonment of the cases accusing Trump of endangering American democracy and national security does away with the most serious legal threats he was facing as he returns to the White House. It was the culmination of a monthslong defense effort to delay the proceedings at every step and use the criminal allegations to Trump's political advantage, putting the final word in the hands of voters instead of jurors. “We always knew that the rich and powerful had an advantage, but I don’t think we would have ever believed that somebody could walk away from everything,” said Stephen Saltzburg, a George Washington University law professor and former Justice Department official. “If there ever was a Teflon defendant, that’s Donald Trump.” While prosecutors left the door open to the possibility that federal charges could be re-filed against Trump after he leaves office, that seems unlikely. Trump was supposed to be sentenced on Tuesday after his conviction on 34 felony counts in his New York hush money case , but it's possible the sentencing could be delayed until after Trump leaves office, and the defense is pushing to dismiss the case altogether. Smith's team stressed that their decision to abandon the federal cases was not a reflection of the merit of the charges, but an acknowledgement that they could not move forward under longstanding Justice Department policy that says sitting presidents cannot face criminal prosecution. Trump's presidential victory set “at odds two fundamental and compelling national interests: On the one hand, the Constitution’s requirement that the President must not be unduly encumbered in fulfilling his weighty responsibilities . . . and on the other hand, the Nation’s commitment to the rule of law,” prosecutors wrote in court papers. The move just weeks after Trump's victory over Vice President Kamala Harris underscores the immense personal stake Trump had in the campaign in which he turned his legal woes into a political rallying cry. Trump accused prosecutors of bringing the charges in a bid to keep him out of the White House, and he promised revenge on his perceived enemies if he won a second term. “If Donald J. Trump had lost an election, he may very well have spent the rest of his life in prison,” Vice President-elect JD Vance, wrote in a social media post on Monday. “These prosecutions were always political. Now it’s time to ensure what happened to President Trump never happens in this country again.” After the Jan. 6 attack by Trump supporters that left more than 100 police officers injured, Republican leader Mitch McConnell and several other Republicans who voted to acquit Trump during his Senate impeachment trial said it was up to the justice system to hold Trump accountable. The Jan. 6 case brought last year in Washington alleged an increasingly desperate criminal conspiracy to subvert the will of voters after Trump's 2020 loss, accusing Trump of using the angry mob of supporters that attacked the Capitol as “a tool” in his campaign to pressure then-Vice President Mike Pence and obstruct the certification of Democrat Joe Biden's victory. Hundreds of Jan. 6 rioters — many of whom have said they felt called to Washington by Trump — have pleaded guilty or been convicted by juries of federal charges at the same courthouse where Trump was supposed to stand trial last year. As the trial date neared, officials at the courthouse that sits within view of the Capitol were busy making plans for the crush of reporters expected to cover the historic case. But Trump's argument that he enjoyed absolute immunity from prosecution quickly tied up the case in appeals all the way up to the Supreme Court. The high court ruled in July that former presidents have broad immunity from prosecution , and sent the case back to the trial court to decide which allegations could move forward. But the case was dismissed before the trial court could get a chance to do so. The other indictment brought in Florida accused Trump of improperly storing at his Mar-a-Lago estate sensitive documents on nuclear capabilities, enlisting aides and lawyers to help him hide records demanded by investigators and cavalierly showing off a Pentagon “plan of attack” and classified map. But U.S. District Judge Aileen Cannon dismissed the case in July on grounds that Smith was illegally appointed . Smith appealed to the Atlanta-based 11th U.S. Circuit Court of Appeals, but abandoned that appeal on Monday. Smith's team said it would continue its fight in the appeals court to revive charges against Trump's two co-defendants because “no principle of temporary immunity applies to them.” In New York, jurors spent weeks last spring hearing evidence in a state case alleging a Trump scheme to illegally influence the 2016 election through a hush money payment to a porn actor who said the two had sex. New York prosecutors recently expressed openness to delaying sentencing until after Trump's second term, while Trump's lawyers are fighting to have the conviction dismissed altogether. In Georgia, a trial while Trump is in office seems unlikely in a state case charging him and more than a dozen others with conspiring to overturn his 2020 election loss in the state. The case has been on hold since an appeals court agreed to review whether to remove Fulton County District Attorney Fani Willis over her romantic relationship with the special prosecutor she had hired to lead the case. This year, three public housing agencies in San Diego County committed to policy changes that grant nearly 30,000 low-income families the same protection from excessive rent increases guaranteed to other California tenants. That means — for the first time — half a billion dollars in federal housing vouchers will have an additional layer of oversight, saving untold millions and stretching limited funding even further. And new records from the San Diego Housing Commission, the region’s largest public housing agency serving 17,000 city households, offer a peek into the process and potential impact of ensuring rent increases for low-income tenants comply with state law. Dozens of requests to raise the rent have been denied this year. These changes followed an award-winning inewsource investigation that ultimately revealed half of the county’s six public housing agencies, which are responsible for managing the federal Section 8 Housing Choice Voucher program, were approving rent increases for low-income tenants without checking whether they exceeded the cap set by state law. Since then, attorneys and advocates have already noticed a difference with these agencies — in the city and county of San Diego, as well as Oceanside . “We have seen (the agencies) deny illegal contract rent increases and send out a letter to the landlord and Section 8 tenant explaining why the request was denied,” said Gil Vera, deputy director of Legal Aid Society of San Diego, the largest poverty law firm in San Diego County. “As a result, Section 8 tenants aren’t put in the position where they have to raise the illegal rent increase issue to the landlord, which can sometimes create tension between a landlord and tenant,” Vera said. Passed in 2019, the California Tenant Protection Act limits how much property owners and managers can raise the rent in a 12-month period. It set a 10% maximum cap, or 5% plus the percentage change in the cost of living, whichever is lower. Every year, that calculation is determined in April and the change takes effect August 1 . In San Diego County, the most a landlord can increase the rent is 8.6% — that cap will remain in effect until the next adjustment in August 2025. Conflicting interpretations When the California Tenant Protection Act took effect in 2020, it set off a yearslong legal debate about whether those state protections extend to federal voucher holders. Ultimately, the state Attorney General and the federal agency overseeing the Section 8 program both said housing agencies have a duty to ensure rent increases comply with state law. There are some exemptions, including certain single-family homes and condos, but the cap applies to most rental properties in California older than 15 years. When landlords want to raise the rent on tenants with a Section 8 voucher , the agency issuing that voucher must first ensure the increase is reasonable and lawful before using taxpayer money to cover it. A nine-page “process sheet” recently obtained by inewsource outlines a new step-by-step procedure for Housing Commission staff to review rent increases for both exempt and nonexempt properties in the city of San Diego. It took effect in March, soon after the federal agency overseeing the Section 8 program issued guidance saying housing authorities have a duty to ensure rent hikes are lawful. To aid in the review process, Housing Commission staff is using two rent cap calculators. One compares the requested amount to the capped amount, to ensure rent increases don’t exceed caps in the law. And the other helps staff track multiple requests within the same year. When a request exceeds the cap, staff are instructed to send a letter to the tenant and housing provider explaining the denial. We have launched our year-end campaign. Property owners and managers are required to provide 90-day notice when a rent increase exceeds 10%. If a tenant doesn’t receive proper notice, staff are instructed to postpone the effective date of the rent increase to allow for 90 days. In a six-month period following these changes, data shows Housing Commission staff rejected an increase 41 times because the request “exceeds maximum rent.” That includes requests that either violated state law, or were within the cap but deemed unreasonable for the area. The San Diego County Housing Authority , which helps nearly 11,000 families pay rent through the federal safety net program, did not provide a copy of its new policy or procedure. However, a spokesperson said officials have “updated processes and internal tools and resources for staff to ensure rent increases are compliant” with state law. The county has also posted guidelines for property owners seeking rent increases, informing them that requests will be tracked for compliance. County officials said they don’t collect data on requests denied for failing to follow the state rent cap. Officials with the Oceanside Housing Authority , which serves nearly 1,300 households, said back in September they were “targeting an Oct. 1 start date where we institute a new process that will include a landlord certification whenever a rent increase is requested. “In addition, we will review rent increases to ensure that the increase is allowable under the Tenant Protection Act,” said Ray Rull, Oceanside’s program manager. “Part of the roll-out is landlord education to not only explain the new rent increase policy but also provide information on recently enacted CA laws affecting both landlords and tenants.” Officials have not yet responded to questions about whether Oceanside’s roll-out has unfolded according to plan. Eby said premiers and Prime Minister Justin Trudeau would meet this week to discuss "our strategic approach" to the U.S. president-elect's plan to impose the tariff on Canadian and Mexican imports immediately after his inauguration on Jan. 20, unless action was taken to stem the cross-border flow of migrants and illegal drugs. The B.C. premier made the comments Tuesday in a speech to the annual convention of the B.C. Federation of Labour in Vancouver. "Obviously, this will be devastating to workers on both sides of the border," he said. "Both in the U.S. and in Canada, the impact on families will be profoundly significant." Canada and the U.S. have long been top trading partners, on imports as well as exports, and the strength of this relationship put Canada in a solid position when it came to Trump's tariff threat, Eby said. "We have more in common with Americans than what separates us," he said. "We buy more American stuff than France, than China and Japan and the United Kingdom combined. So, we are negotiating, I believe, from a position of strength." Eby called for a united Canadian approach to the proposed U.S. tariff. The state’s landmark Coastal Act took effect on that date. But state lawmakers never clearly defined the term. Property owners have argued “existing structures” means any building present at the time the permit application is filed. But the Coastal Commission’s attorneys have argued in recent years that “existing structures” only means those built before 1977. They cite a growing body of scientific evidence that shows that construction of concrete walls along the coast stops bluffs from eroding, depriving public beaches of sand. Such armoring also stops beaches from naturally migrating inland, resulting in them becoming submerged over time. “Sea level rise is a new game in town,” said Lester, the former executive director of the Coastal Commission from 2011 to 2016. “The shoreline is moving landward. We’re looking at projections of losing a significant amount of California’s beaches due to sea level rise. And most of that is in places that have a lot of sea walls.” The court scheduled a Dec. 11 hearing and then will issue a final opinion. In its tentative opinion, the judges cited earlier versions of the Coastal Act as it was being debated in the state Legislature, and showed how broad language allowing sea walls was tightened to read “existing structures.” “If the Legislature intended to guarantee any structure shoreline protection — regardless of when it was constructed — it could have retained the broad language,” the appeals court wrote. Private property rights groups are unhappy. “There may not be a simple solution. But reinterpreting the Coastal Act to sacrifice the rights of coastal landowners isn’t the way to solve these problems,” said Jeremy Talcott, an attorney with the , a Sacramento property rights group. “Simply allowing thousands of homes to fall into the sea is a very drastic decision.” The case will decide the fate of a quiet neighborhood on the San Mateo County coast. In 2016, a severe storm caused 20 feet of bluffs to collapse into the ocean in front of Casa Mira, a complex of 10 townhouses on Mirada Road that’s 2 miles north of Half Moon Bay. Worried their homes were in imminent danger, the owners obtained an emergency permit from the Coastal Commission to place boulders, called riprap, along the crumbling shoreline to block the waves from causing more damage. But when they applied to build a permanent 257-foot concrete sea wall, the commission said no. “Sea walls eat away at the beach,” said the commission’s chairwoman, Dayna Bochco, during the 2019 meeting. “So someday as this keeps moving in and in, you are going to lose that beach if you have that sea wall. I think it’s anti-access.” The commissioners in front of an adjacent four-unit apartment building that was built in 1972. They said the Casa Mira, whose townhouses were built in 1984, couldn’t have a sea wall. The Casa Mira Homeowners Association owners in San Mateo County Superior Court last year. The Coastal Commission appealed. In its tentative opinion, the appeals court overturned much of the lower court ruling, siding with the Coastal Commission and its Jan. 1, 1977, cutoff date. The appeals court said the Casa Mira homeowners still can get the sea wall they want, however. But only because it would protect a portion of the California Coastal Trail that runs between their homes and the public beach below, making it a “coastal dependent” use to improve public access that is allowed protection under the Coastal Act. Joshua Emerson Smith, a Coastal Commission spokesman, said the agency will withhold comment until the appeals court issues its final ruling. Thomas Roth, a San Mateo attorney who represents the Casa Mira Homeowners Association, did not respond to requests for comment. With so much at stake, experts say the issue could end up at the state Supreme Court next year. For that to happen, one of the parties would have to appeal, and the court would have to agree to take the case. Stewart nearly lost his audience as he transitioned from dunking on Kash Patel , Trump’s nominee for head of the FBI, to needling President Joe Biden’s decision to pardon his beloved son, Hunter. The Daily Show audience doesn’t want to hear about the guy leaving the White House. He’s the guy that got us into this mess. However, it was Biden and the Democrat’s love affair with “the rule of law” and not Biden’s love for his children that stuck in Stewart’s craw. Well, that and the pardon’s specificity. Why does Hunter need a pardon going back 11 years for crimes he may or may not have committed? That’s a question for conspiracy theorists, and we’ll definitely be hearing about it in the not-so-distant future. Officers investigating Louise Haigh's "stolen" phone believed a photo she submitted of the handset had been taken after the alleged theft, Sky News has been told. Two sources said after looking at metadata attached to the photo - information that often details when photos were captured - officers believed it had been taken after the date at which Ms Haigh alleged the phone had been stolen. Sources close to Ms Haigh did not respond when approached about the allegation. The Sheffield MP on Friday after Sky News revealed she and was convicted in 2014 in relation to an allegedly stolen phone. The conviction is believed to relate to fraud. The now former transport secretary claims the incident was a "genuine mistake" from which she did not benefit. However, Sky News has spoken to three sources who say the stolen phone report was pursued by Ms Haigh for her own personal gain. Sky News had also spoken to one source who alleged that the handset was used to call Ms Haigh's mother soon after the reported theft, but had been unable to verify the allegation. On Thursday night, Ms Haigh said the incident arose after she was "mugged while on a night out" in 2013. She said she reported the incident to the police and gave officers a list of items she believed had been taken - including a work mobile phone. However, in her statement to Sky News, she said she discovered "some time later" that "the mobile in question had not been taken". In the interim she was issued with another work phone. When she turned on the original work device, it "triggered police attention and I was asked to come in for questioning", she said. "My solicitor advised me not to comment during that interview and I regret following that advice," she added. "Under the advice of my solicitor I pleaded guilty - despite the fact this was a genuine mistake from which I did not make any gain. "The magistrates accepted all of these arguments and gave me the lowest possible outcome (a discharge) available." It is understood Ms Haigh believes she disclosed the incident in full when she was appointed to the shadow cabinet in 2020. However, Downing Street said on Friday that Ms Haigh resigned after "new information" emerged, but declined to say officially if the prime minister knew about the conviction when he appointed his cabinet in July. On Friday, a source told Sky News' political editor Beth Rigby that the story that emerged on Thursday was "inconsistent" with what Sir Keir had been told when Ms Haigh was appointed to his shadow cabinet. It is understood the prime minister was "not able to square the circle" and as a result the cabinet minister was advised to resign. Friends of Ms Haigh insist she shared the "full facts" of the conviction and that Sir Keir "had expressed sympathy that police had taken the decision to prosecute her".

Social media users are misrepresenting a report released Thursday by the Justice Department inspector general's office, falsely claiming that it's proof the FBI orchestrated the Capitol riot on Jan. 6, 2021. The watchdog report examined a number of areas, including whether major intelligence failures preceded the riot and whether the FBI in some way provoked the violence. Claims spreading online focus on the report's finding that 26 FBI informants were in Washington for election-related protests on Jan. 6, including three who had been tasked with traveling to the city to report on others who were potentially planning to attend the events. Although 17 of those informants either entered the Capitol or a restricted area around the building during the riot, none of the 26 total informants were authorized to do so by the bureau, according to the report. Nor were they authorized to otherwise break the law or encourage others to do so. Here's a closer look at the facts. CLAIM: A December 2024 report released by the Department of Justice's Office of the Inspector General is proof that the Jan. 6 Capitol riot was a setup by the FBI. THE FACTS: That's false. The report found that no undercover FBI employees were at the riot on Jan. 6 and that none of the bureau's informants were authorized to participate. Informants, also known as confidential human sources, work with the FBI to provide information, but are not on the bureau’s payroll. Undercover agents are employed by the FBI. According to the report, 26 informants were in Washington on Jan. 6 in connection with the day's events. FBI field offices only informed the Washington Field Office or FBI headquarters of five informants that were to be in the field on Jan. 6. Of the total 26 informants, four entered the Capitol during the riot and an additional 13 entered a restricted area around the Capitol. But none were authorized to do so by the FBI, nor were they given permission to break other laws or encourage others to do the same. The remaining nine informants did not engage in any illegal activities. None of the 17 informants who entered the Capitol or surrounding restricted area have been prosecuted, the report says. A footnote states that after reviewing a draft of the report, the U.S. attorney's office in Washington said that it “generally has not charged those individuals whose only crime on January 6, 2021 was to enter restricted grounds surrounding the Capitol, which has resulted in the Office declining to charge hundreds of individuals; and we have treated the CHSs consistent with this approach.” The assistant special agent in charge of the Washington Field Office's counterterrorism division told the inspector general's office that he “denied a request from an FBI office to have an undercover employee engage in investigative activity on January 6.” He, along with then-Washington Field Office Assistant Director in Charge Steven D'Antuono, said that FBI policy prohibits undercover employees at First Amendment-protected events without investigative authority. Many social media users drew false conclusions from the report's findings. “JANUARY 6th WAS A SETUP!" reads one X post that had received more than 11,400 likes and shares as of Friday. “New inspector general report shows that 26 FBI/DOJ confidential sources were in the crowd on January 6th, and some of them went into the Capitol and restricted areas. Is it a coincidence that Wray put in his resignation notice yesterday? TREASON!” The mention of Wray's resignation refers to FBI Director Christopher Wray's announcement Wednesday that he plans to resign at the end of President Joe Biden's term in January. Other users highlighted the fact that there were 26 FBI informants in Washington on Jan. 6, but omitted key information about the findings of the report. These claims echo a fringe conspiracy theory advanced by some Republicans in Congress that the FBI played a role in instigating the events of Jan. 6, 2021, when rioters determined to overturn Republican Donald Trump's 2020 election loss to Democrat Joe Biden stormed the Capitol in a violent clash with police. The report knocks that theory down. Wray called such theories “ludicrous” at a congressional hearing last year. Asked for comment on the false claims spreading online, Stephanie Logan, a spokesperson for the inspector general’s office, pointed The Associated Press to a press release about the report. In addition to its findings about the the FBI's involvement on Jan. 6, the report said that the FBI, in an action its now-deputy director described as a “basic step that was missed,” failed to canvass informants across all 56 of its field offices for any relevant intelligence ahead of time. That was a step, the report concluded, “that could have helped the FBI and its law enforcement partners with their preparations in advance of January 6.” However, it did credit the bureau for preparing for the possibility of violence and for trying to identify known “domestic terrorism subjects” who planned to come to Washington that day. Insurgent forces now claim to control around half of the heavily-populated city after a surprise offensive against President Bashar al-Assad's regime. Thousands of rebel fighters fanned out inside Aleppo - Syria's second largest city - in vehicles with improvised armour and pickups, reports on Saturday said. They were filmed outside police headquarters, in the city centre, tearing down posters of President Assad, stepping on some and burning others. Syria's armed forces said in a statement they are preparing a counterattack. They admit insurgents have entered large parts of the city but say they have not established bases or checkpoints. Witnesses said two airstrikes on the city's edge late Friday targeted rebel reinforcements and hit near residential areas. About 20 fighters were killed. Russia , one of President Assad's key allies, has promised extra military support to crush the rebels. The surprise takeover is a huge embarrassment for Assad, who managed to regain total control of the city in 2016, after a gruelling military campaign that ended with thousands of civilians and rebel fighters being expelled and killed. Speaking from the heart of the city, militant fighter Mohammad Al Abdo, said it was his first time back in Aleppo in 13 years, when his older brother was killed at the start of the war. Opposition fighters fired in the air in celebration but there was no sign of clashes or government troops presence. We are your sons,"' The rebels launched their shock offensive in the Aleppo and Idlib countryside on Wednesday and wrestled control of dozens of villages and towns before entering Aleppo on Friday. They are led by the Islamist militant group Hayat Tahrir al Sham. The pro-government Al-Watan newspaper reported airstrikes on the edge of Aleppo city targeting rebel supply lines. It posted a video of a missile landing on a gathering of fighters and vehicles. Twenty fighters were killed in the airstrikes, said the Syrian Observatory for Human Rights. Aleppo residents reported clashes and gunfire. Some fled the fighting. Schools and government offices were closed Saturday as most people stayed indoors, according to Sham FM radio, a pro-government station. Bakeries were open. The U.N. says the city's airport has been shut and all flights suspended. On Friday, Aleppo's two key public hospitals were reportedly full of patients while many private facilities closed. In social media posts, the insurgents were pictured outside of Aleppo Citadel, the medieval palace in the old city centre. In videos, they recorded themselves having conversations with residents. The latest offensive came as Iran-linked groups, mainly Lebanon's Hezbollah, which has backed Syrian government forces since 2015, have been preoccupied with their own battles at home. A ceasefire in Hezbollah's two-month war with Israel took effect Wednesday, the day the Syrian opposition factions announced their offensive. The push into Aleppo followed weeks of simmering low-level violence, including government attacks on opposition-held areas. State media reported that a number of "terrorists," including sleeper cells, infiltrated parts of the city. Government troops chased them and arrested a number who posed for pictures near city landmarks, state media said. On a state TV morning show on Saturday, commentators said army reinforcements and Russia's assistance will repel the "terrorist groups," blaming Turkey for supporting the insurgents' push into Aleppo and Idlib provinces. Russia's state news agency Tass quoted Oleg Ignasyuk, a Russian Defense Ministry official coordinating in Syria, as saying that Russian warplanes targeted and killed 200 militants who launched the offensive in the northwest on Friday.
