Actually, there was a lot of confusion about this. To end this confusion among the taxpayers, the Income Tax Department gave information about the rules of foreign income and assets to the taxpayers in its special edition communication. The Central Board of Direct Taxes (CBDT) has advised all taxpayers to review their foreign income and assets before filing their In-Tax Return (ITR) and then fill the information on that basis. This advice was given to the taxpayers in the special edition of the Income Tax Department ‘Samvad’. This campaign has been started to make taxpayers aware. According to this campaign, the taxpayer should give information about the foreign income and assets in the ITR only after carefully reviewing them. During the session, CBDT Commissioner (Investigation) Shashi Bhushan Shukla said that all Indian citizens have to give information about the foreign assets including bank accounts, real estate, shares, insurance policies which they own. Further, he said that the Income Tax Department has given a step-by-step guide in the ITR form “Foreign Assets and Income”. With the help of this guide, they can give information about foreign income and property. He emphasized that this rule applies to resident taxpayers. Information about this is given in Section 6 of the Income Tax Act. Shukla clarified that according to the rules, a resident taxpayer is one who has stayed in India for at least 182 days during the previous year or who has stayed in India for 365 days during the last four years. If a taxpayer does not fulfill these criteria, he will be considered a non-resident. Non-residents do not need to declare foreign income and property. Confusion cleared Many times, taxpayers who do not have any foreign income or property, still give information about it in ITR. In order to end the confusion, Shukla clarified completely which taxpayers have to give information about foreign property and income. He also told that if a taxpayer has bought a property abroad and is not getting any income from it, then also information about that property should be given in ITR. If an NRI comes to India and gets Indian citizenship, then he will also have to give information about his foreign property and income. This rule also applies to those foreign citizens when they become citizens of India. GOLD: City Hall roadblocks discourage public participation at marathon meetingLilongwe, November 23, Mana: A few months after delivering her third child, Margaret Kawala of Traditional Authority Dzoole in Dowa District discovered she was pregnant again. The news filled her with despair. After discussing it with her husband, the couple sought an abortion at a nearby hospital. However, healthcare workers declined, citing fear of legal repercussions. Desperate and without options, Kawala turned to a herbalist for an unsafe abortion. “I had no choice but to seek help from a herbalist who gave me a concoction. It was a decision my husband and I made together,” Kawala recounts. She continued to narrate that a few hours after taking the herbal mixture, she began experiencing excruciating pain. “It felt like a grinder was cutting through my womb. I started bleeding heavily and eventually lost consciousness,” she says. Her relatives rushed her to a private hospital, where her condition was deemed so severe that she was referred to Kamuzu Central Hospital. “I had lost so much blood, and the doctors told me my womb was damaged. The only solution was to remove my uterus. It was heartbreaking to learn I would never give birth again,” she recalls tearfully. Her suffering didn’t end there. A year after her uterus removal, her husband left her, saying he wanted more children, a possibility she could no longer offer. Kawala’s story mirrors the pain of many Malawians, including widower Humphrey Zembeni from Kamwana Village in Lilongwe. Zembeni lost his wife after an unsafe abortion. Despite being on contraceptives, she fell pregnant with their seventh child. “We weren’t ready for another child, so we sought help from a traditional healer,” Zembeni explains. “The concoction caused severe bleeding, which resulted in a punctured uterus and internal injuries. Tragically, these injuries led to her death. “It is Malawi’s law on abortion that killed my wife. That law is a killer and should be repealed,” Zembeni laments. According to a 2017 report on the Incidence of Induced Abortion in Malawi, unsafe abortions contribute to 18 percent of maternal deaths in the country. Coalition for the Prevention of Unsafe Abortion (COPUA) Vice Chairperson, Dr Amos Nyaka, explains that the problem has worsened over time. “From 2009 to 2015, the abortion rate was 23.5 per 1,000 women aged 15 to 45. By 2022, this figure rose to 38 per 1,000 women,” says Dr. Nyaka. A 2015 study by the Guttmacher Institute and Malawi’s College of Medicine revealed that over 140,000 women and girls induced abortions that year. Dr. Nyaka further notes that most women seeking abortions in Malawi are married. “Malawi’s abortion law permits termination only when the life of the pregnant woman is at risk. However, you cannot stop someone who has decided to terminate a pregnancy, leading them to unsafe methods,” he adds. Data from government health facilities showed that in 2022 alone, over 36,000 women and girls sought post-abortion care from government hospitals due to complications from unsafe procedures. Nyaka notes that this places a significant burden on healthcare resources that could be used for other priorities, underscoring the potential benefits of legalizing safe abortion in the country. At the request of the Ministry of Health, a special Law Commission reviewed the Penal Code provisions related to abortion, and in 2015 proposed the Termination of Pregnancy (ToP) Bill . The bill included other four permitted grounds for terminating pregnancy namely; pregnancy would be allowed to be terminated if it would endanger the life of the pregnant woman, prevent injury to the physical and mental health of the pregnant woman, there is severe malformation of the foetus so that it cannot survive after birth and finally if the pregnancy is a result of rape, incest or defilement. However, despite these guidelines for the termination of pregnancy, there has been resistance from religious groups, as well as cultural, societal, and traditional communities. Human Rights Lawyer, Chrispin Sibande, says people need to understand what the law says as not everyone has grasped the exact guidelines stipulated in the bill. “There is need for mass awareness on this. The bill says termination of pregnancy shall not be provided because a woman demands the service but rather the health provider authorised by law to terminate pregnancy would determine whether the legal grounds for termination exist,” Sibande explains. Sibande further explains that restrictive laws instil fear in women, discouraging them from seeking safe options for terminating a pregnancy and that this fear drives many to pursue secret and unsafe abortions, which significantly increase maternal mortality rates. He also highlights that such laws contribute to stigma surrounding abortion, subjecting women to societal judgment, social isolation, and emotional distress. COPUA Chairperson, Emma Kaliya notes that the law on abortion dates way back in the 1930s hence the need for review. Kaliya says Malawi should protect the rights of women including allowing them to access safe abortions so that they can live in good health. “Abortion is a challenging issue. Religious leaders should try to resolve the dilemma by letting the state do its work to protect the health of women,” Kaliya said. Executive Director for the Centre for Solutions Journalism, Brian Ligomeka, commends the government for its efforts to reduce maternal mortality, including raising the legal marriage age to 18 and enacting the Gender Equality Act. Ligomeka emphasizes the need to pass the ToP Bill, “When passed, this bill will significantly reduce unsafe abortions in Malawi,” he asserts. At a media workshop in Lilongwe, Ligomeka urged journalists to cover sexual and reproductive health issues professionally, highlighting topics like fistula, abortions, and contraception to promote informed public discourse. The stories of Margaret Kawala and Humphrey Zembeni underscore the urgent need for Malawi to reform its abortion laws. Unsafe abortions continue to claim lives and devastate families. Successful creation of a quantum system with topological time-crystal behavior The team successfully programmed a highly stable form of superconducting quantum computing to display topological time-crystal behavior. This achievement hints at the possibility of creating a quantum system that's even less susceptible to interference. When tested, the system could handle a reasonable level of simulated noise in the environment while remaining relatively stable. This experiment also hinted at the potential to use similar superconducting circuits to explore non-equilibrium motion represented by time crystals.

However, there was no Gatorade shower on Friday night — just an atmospheric river acting like a firehose on the Santa Cruz Mountains with cold November rain. In response to the shortest days of the year, and despite the cold and darkness, people choose to find reasons to celebrate and to feel warmth. Park Hall in Ben Lomond was packed with community members looking for some holiday cheer. As the play’s director Daria E. Troxell gracefully addressed the crowd inside the 100-plus-year-old Park Hall, sheets of rain pelting the roof rumbled and roared. She gently reminded the audience with a shrug and a smile that if the power should go out, lights will come on to direct folks to the nearest exits. When you stop and think about it, every play is a kind of miracle, especially ones produced by community theater, since they depend upon volunteers. The number of things that had to happen for this moment in time to be possible is staggering. A truly communal experience, you can see the spirits of the actors shining brightly, coming together to present a story to the audience. This dramatic cast was truly something special. Peter Gelblum played Kris Kringle with the utmost of charm. Sonia Motlagh played the powerful yet vulnerable Doris Walker with admirable skill. Scott Hawklyn continued his run as romantic leading man with comic chops, playing the lawyer Fred Gayley. It was the kids, though, that brought the magical element to this play. Lucy Sky Levy-Longini played young Susan, a girl without a father who became jaded at an early age. The rising action of the plot increasingly breaks down her protective facade as her Christmas wishes begin to manifest. The elves are also a tremendous highlight to the play, providing a sparkling sense of humor and enthusiasm for Santa Claus. In “Miracle on 34th Street, the Play,” Kringle has recently been kicked out of a retirement home for claiming that he is Santa Claus. The darling Betty Gaddam plays Doctor Pierce, who regretfully signs the order that justifies his eviction. Kringle has a stroke of luck, however, when the Santa hired to be in the Macy’s parade shows up to work drunk. The marketing team hires Kringle to play Santa, which works wonderfully at first. That is until he starts referring parents to other stores to buy their kids toys that are out of stock at Macy’s. This gesture of honesty results in a comedy of errors that ends with Kringle being committed to the psych ward for believing that he is Santa Claus. The second act of “Miracle” contains a court case to determine if the man who goes by Kringle needs to be institutionalized. Christina Wise plays the honorable Judge Harper with a heartfelt sincerity as she negotiates the conflict this case causes her. If she rules against Kringle, she threatens her reelection bid, but if she lets him go and he is mentally unstable, she is being negligent as a judge. It is up to the lawyer, Gayley, to successfully defend his client. What is really on trial, however, is our willingness to believe; our capacity of faith. With a cast of 34 members and elaborate set changes, this ambitious production of “Miracle on 34th Street, the Play” is a testament to faith in community theater. Mountain Community Theater has shown us once again what it means to come together in good faith to celebrate the holiday season.
