It comes almost exactly one year after the Los Angeles Dodgers forked out a princely sum of $700 million on a 10-year, heavily deferred deal for two-way Japanese superstar Shohei Ohtani. They are believed to be the two richest contracts in pro sports history. The way it's going, a contract approaching $1 billion doesn't seem out of the question. But several factors are working against it — at least in the near future. There's reason to believe the megadeals for Ohtani and Soto are unicorns in the baseball world. Both players are uniquely talented, surely, but both also had unusual circumstances propelling their value into the stratosphere. Ohtani is the greatest two-way player in baseball history, capable of improving any team on both sides of the ball. He's also the rare baseball player who has true international appeal. His every move ( like his unexpected marriage announcement ) is followed closely in his native Japan, adding another 125 million potential fans who buy merchandise, watch him play and help fill the Dodgers' coffers. Then there's Soto — a four-time All-Star and on-base machine who won a World Series with the Washington Nationals in 2019. The X-factor for him is he became a free agent at the prime age of 26, which is extremely hard to do under current MLB rules. Players have to be in the big leagues for six years before testing free agency. The precocious Soto debuted at 19 with the Nats, making him part of a rare group of players who reached the highest level of professional baseball as a teenager. That accelerated his free agency timeline. It's rare for players to debut that young, and rarer still for them to develop into stars and test the open market the first chance they get. Two recent examples are Manny Machado and Bryce Harper, who both reached free agency in 2019. Machado signed a free-agent record $300 million contract with San Diego, and Harper overtook him days later with a $330 million contract to join the Phillies. Most players debut in the big leagues from ages 22 to 26, which means free agency comes in their late 20s or early 30s. A typical example is Yankees slugger Aaron Judge, who is one of this generation's great players but didn't hit the market until he was 30. Judge played three seasons of college baseball for Fresno State before getting drafted by the Yankees in 2013 at age 21 — already two years older than Soto was when he made his MLB debut. It took a few years for the budding superstar to reach the majors, and he was 25 when he had his breakout season in 2018, smashing 52 homers to earn AL Rookie of the Year honors. By the time he reached free agency after the 2022 season, he had already passed age 30. It's a major factor that led to him signing a $360 million, nine-year deal with the Yankees, which seems downright reasonable these days after the Ohtani and Soto deals. Two major trends are colliding that will make it harder for guys like Soto to hit free agency in their mid 20s. First, MLB teams have been more likely in recent years to take college players early in the draft, betting on more experienced talents. Just 10 high school players were drafted among the top 30 picks in the 2024 draft. Second, teams are more eager to lock up young, premium talent on long-term deals very early in their careers, well before they hit free agency. Sometimes before they even reach the majors. Since Soto, just two players have debuted in MLB before their 20th birthday — Elvis Luciano and Junior Caminero. Luciano hasn't been back to the majors since his 2019 cup of coffee. Caminero is now 21 and has only played in 50 big league games. Among those that debuted at 20: Fernando Tatis Jr. signed a $340 million, 14-year deal with San Diego in 2021, years before reaching the open market. Milwaukee's Jackson Chourio got an $82 million, eight-year deal before even reaching the big leagues. Young stars Corbin Carroll ($111 million, eight years with Arizona), Bobby Witt Jr. ($288 million, 11 years with Kansas City) and Julio Rodriguez ($209.3 million, 12 years with Seattle) also got massive guarantees early in their 20s to forgo an early free agency. The exception and wild card: Blue Jays slugger Vladimir Guerrero Jr. will be a 26-year-old free agent next offseason. Guerrero hasn't been as consistent in his young career as Soto, but a standout 2025 season could position him to threaten Soto's deal. More likely is that the player to pass Soto isn't in the majors yet — and might not even be in pro baseball. When 25-year-old Alex Rodriguez signed his record $252 million, 10-year deal with Texas in 2001, it took over a decade for another player to match that total, when Albert Pujols got $240 million over 10 years from the Angels in 2012. For many players, passing up life-changing money in their early or mid 20s is too enticing, even if it means that they might not maximize their value on the free agent market later in their careers. Soto was determined to test the market. He famously turned down a $440 million, 15-year offer to stay with the Washington Nationals in 2022, betting that he could make even more as a free agent. Not many players would turn down that kind of cash. Then again, that's what makes Soto so unique. And it's also why his $765 million deal could be the industry standard for some time.Enhancing strategic public procurement has been one of the main initiatives of the Department of Budget and Management (DBM) in the Philippines. Following the enactment of Republic Act No. 12009, or New Government Procurement Act (NGPA), aimed at enhancing transparency, competition, efficiency, professionalism, accountability and sustainability in government procurement, long-overdue reforms are being undertaken to remove deep-rooted high risk of corruption, insertions, amendments and inefficiencies in public procurement. DBM, tasked to spearhead the transition, assured the public that the rules and regulations for new procurement alternatives, including the e-marketplace, are currently being developed. Part of this was leveraging blockchain technology and launching Project Marissa to fortify budget document security—promoting further transparency across all government agencies. DBM is preparing the implementing rules and regulations (IRR) of the NGPA to attune this to the ever-changing needs of the Filipino people. The significant key features of this act likewise embed digital transformation, transparency, inclusivity and sustainability into the procurement system. Once the General Appropriations Act has been passed, the DBM prioritizes the utilization and implementation of projects determined by Congress and the department heads. To plug leakages arising from this process, DBM introduced citizen participation through the Open Government Partnership where major stakeholders and civil society organizations (CSOs) are invited as observers and be a part of every proceeding, procurement process and contract implementation. In the bidding of products, DBM also introduced an alternative mode in the procurement process—the Most Economically Advantageous Responsive Bid (MEARB) alongside the Lowest Calculated Responsive Bid (LCRB). This is to prevent contractors from tendering lower bids and offsetting this by using or offering inferior products or infrastructure just to get the government contract. The MEARB combined with LCRB is a one-selection criterion evaluating offers or bids that ensure that high-quality outcomes are present at a reasonable cost to procuring entities. DBM likewise modernizes the Philippine Government Electronic Procurement (PhilGEPS) so that payments and government database interconnection can now be done electronically. It also instituted safeguards against misuse of the process by improving competitive bidding and identifying which modalities will define legal, technical and financial aspects. To make the system inclusive and sustainable, gender-responsive procurement strategies are being incorporated into the process of government transactions through the inclusive procurement program. It also empowers micro, small, and medium enterprises (MSMEs) while enabling meaningful competition among suppliers, including women-led businesses. These innovative provisions also give importance to green procurement for sustainability. It will encourage agencies to procure common-use supplies with green specifications, thus promoting environment-friendly procurement practices. The transition toward the NGPA and getting the IRR into the mainstream are not without challenges for the DBM. The most taxing and difficult barrier to surmount is the lack of professionals who can help and support adherence to procurement practices. There is an urgent need for competent technical experts and professionals to be part of the transition in a procurement process whose proper implementation can make a huge difference through its potential contribution to the gross domestic product of the country. Another challenge is the sustainability goal because there are limited suppliers that can provide green and environment-friendly products. At its early stage, the price differences are still substantial compared to the present ones being utilized. How to incentivize manufacturers and providers to shift and become price-competitive will need intensified government support. As the IRR is being prepared, inputs from stakeholders are solicited to ensure that its provisions will be responsive, flexible and solutions-oriented. Collaboration and consultations with private partners that include the business sector and MSME representatives can go a long way in ensuring fair, transparent and equitable provisions that benefit Filipinos. The MAP in partnership with DBM was the result of the BDB Law­—Management Association of the Philippines (MAP) Breakfast Dialogue, a series of discussions among government officials and business leaders, which was held last Nov. 27. The discussions centered on pressing policy issues and transformative strategies. The collaboration between MAP and DBM emphasizes commitment to transparency, particularly in the management of confidential funds and the prevention of financial abuse. As part of this initiative, MAP was invited to provide inputs on key aspects of the Commission on Audit (COA) Law, particularly to ensure that Common-use Supply Equipment is included in the electronic catalog of Procurement Service-DBM. Strengthening the role of COA as a mandated observer and ensuring the timely submission of reports under the participatory procurement framework outlined by the law are critical priorities. Fortunately, the Procurement Observers Portal simplifies this process by enabling COA to register and ensure compliance with procurement reporting requirements. MAP will form a technical team with cross-committee engagement and meet again with DBM for the proposed IRR. The target date to finalize and complete the IRR is within the year, along with efforts to help move the needle faster for awareness and information dissemination on this very important law. The US-Asean Business Council offered to assist mainly in information, communication and technology, while MAP will lend its support to the finance and banking sectors. MAP will also provide a backup process to help address professionalization through management and quality checking. MAP strongly supports the reform agenda that the DBM is undertaking through the NGPA and for that matter, all the efforts being made by the government to improve operational efficiency and the creation of professional jobs for Filipinos. Sioux Falls, SD (South Dakota News Watch) "I suspect there will be many days when she wishes she were back in South Dakota," said Jeh Johnson, who served as Homeland Security secretary under Barack Obama. South Dakota Gov. Kristi Noem's rise to secretary of the Department of Homeland Security would put her in charge of a sprawling federal network of 22 agencies and 260,000 employees tasked with keeping the United States safe from outside threats. Whether she's prepared for that position depends on whom you ask, and she still needs to be confirmed by the U.S. Senate. But most everyone agrees her potential role in President-elect Donald Trump's Cabinet comes at a pivotal time in the country's approach to illegal immigration and national security. Jeh Johnson, who served as Homeland Security secretary under President Barack Obama from 2013-17, told News Watch that he wishes the South Dakota Republican success "in promoting the department's missions and its people." But Johnson, former general counsel of the Department of Defense, added a note of caution as Noem prepares to join an administration that has vowed to carry out mass deportations of illegal immigrants in the country, facing likely legislative and legal hurdles along the way. "I fear she will be placed in the untenable position of having to publicly defend the Trump Administration's most controversial and harshest immigration enforcement policies," Johnson told News Watch. "I suspect there will be many days when she wishes she were back in South Dakota." The Department of Homeland Security, formed in response to the 9/11 attacks of 2001, began operations in 2003 and is the third-largest Cabinet department behind the Department of Defense and Department of Veterans Affairs. Though it is largely associated with immigration oversight through Customs and Border Protection (CBP) and Immigration and Customs Enforcement (ICE), Homeland Security also oversees cybersecurity and disaster response, as well as the Secret Service and Coast Guard. John Sandweg, who served as acting director of ICE from 2013-14, said Noem's experience as governor could help prepare her for coordinating the various agencies and supervising the budget, though DHS has a significantly larger budget and workforce than the state of South Dakota. Sandweg noted that two other governors, Tom Ridge of Pennsylvania (2003-05) and Janet Napolitano of Arizona (2009-13) have served as Homeland Security secretary, managing a budget that reached $108 billion for fiscal year 2025, of which $62 billion is net discretionary funding. "Managing an executive function and one that can be highly political (as governor) is a unique background that can serve as training ground to being secretary, dealing with a state Legislature instead of Congress," said Sandweg, a national security lawyer who also served as acting DHS general counsel. Noem, who didn't respond to interview requests for this story, has said that she asked Trump for the Homeland Security position and looks forward to "discussing our nation's security challenges and my commitment to addressing them head-on" during Senate confirmation hearings. In a recent poll conducted by Echelon Insights, 27% of respondents either strongly or somewhat supported Noem as the DHS nominee, compared to 26% who strongly or somewhat oppose the choice. That net approval of plus-1 was third-lowest of eight high-profile Trump Cabinet picks, ahead of only Matt Gaetz for attorney general (negative-11) and Pete Hegseth for secretary of Defense (negative-2). Noem has deployed South Dakota National Guard troops to the Southern border five times during her administration. In 2021, she drew criticism for accepting a $1 million donation from a Republican donor to help cover the cost of a two-month deployment of 48 troops to the U.S.-Mexico border in Texas. Noem has also made several trips to the border to support the enforcement efforts of Texas Gov. Sandweg, a lawyer in Washington specializing in DHS compliance and immigration, said that Noem's new role will likely be an eye-opener compared to her past brushes with border security as an Upper Midwest governor without federal oversight. "I think she'll find that she has a lot to learn about border security," Sandweg told News Watch. "(Homeland Security) is a different type of responsibility in which she's constrained in ways she wasn't in the past by federal law, budgetary concerns and international diplomacy." Trump has tapped former ICE director Tom Homan to serve as his "border czar" at the White House, which could free up Noem to focus on other DHS agencies such as the Secret Service and FEMA. The administration's immigration strategy will also be shaped by Stephen Miller, who was hired as deputy chief of staff for policy after working on the Muslim travel ban and other hardline initiatives during Trump's previous White House stint. But Noem will still oversee the DHS budget, which will have to be ramped up significantly to carry out some of the deportation and enforcement policies being pushed by Trump and his team. Trump has indicated that he plans to declare a national emergency to carry out his campaign promise of mass deportations of migrants living in the U.S. illegally, of which there are an estimated 11.7 million, according to the Center for Migration Studies based on U.S. Census Bureau data. Finding resources for those plans could put Noem on the firing line of appropriation-based battles with Congress, where Republicans will hold a 53-47 majority in the U.S. Senate but a slimmer advantage in the U.S. House. "Border and immigration issues tend to dominate the job, and she has the added wrinkle of having more seasoned policy and operational people at the White House," said Sandweg, referring to Homan and Miller. "It will be interesting to see how that dynamic plays out. It might work out very well, but you can also have personality conflicts because (Homan and Miller) will be sitting with the president every day, but yet (Noem) is the person who's in charge and responsible for the actual border patrol agents and ICE officers executing the mission." She'll also be answering to Trump, a notoriously volatile leader who saw 14 Cabinet members depart during his first four-year White House tenure, compared to three for Obama (eight years) and two for Biden (four years). "It's something to keep an eye on," said Sandweg. "It's certainly not uncommon for there to be some tension between the White House and DHS." Following a prolonged online investigation involving the OPP’s child sexual exploitation unit, its digital forensics unit and Perth County OPP, a 53-year-old Stratford man was arrested Dec. 4 and charged with luring a child to facilitate invitation to sexual touching, luring a child to facilitate sexual interference, luring a child to facilitate sexual assault, and luring a child to facilitate child pornography. The man was released from custody following a bail hearing and is scheduled to appear before the Ontario court of justice in Stratford on Jan. 13, 2025. “Protecting children from sexual exploitation is paramount,” said Det. Staff Sgt. Chris Barkey from the OPP’s child sexual exploitation unit. “It’s critical that members of law enforcement and the communities they serve work together to educate our children about safe internet practices while actively working to identify individuals who seek to cause harm. Scrim, a 17-pound mutt that's mostly terrier, has become a folk hero, inspiring tattoos, T-shirts and even a ballad as he eludes capture from the posse of volunteers. And like any antihero, Scrim has a backstory: Rescued from semi-feral life at a trailer park and adopted from a shelter, the dog broke loose in April and scurried around the city until he was cornered in October and brought to a new home. Weeks later, he'd had enough. Scrim leaped out of a second-story window, a desperate act recorded in a now-viral video. Since then, despite a stream of daily sightings, he's roamed free. The dog’s fans include Myra and Steve Foster, who wrote “Ode to Scrim” to the tune of Ricky Nelson’s 1961 hit, “I’m a Travelin’ Man.” Leading the recapture effort is Michelle Cheramie, a 55-year-old former information technology professional. She lost everything — home, car, possessions — in Hurricane Katrina in 2005, and in the aftermath, found her calling rescuing pets. “I was like, ‘This is what I should be doing,’” Cheramie said. “I was born to rescue.” She launched Zeus’ Rescues, a nonprofit shelter that now averages 600 cat and dog adoptions a year and offers free pet food to anyone who needs it. She helped Scrim find the home he first escaped from. It was Cheramie's window Scrim leaped from in November. She's resumed her relentless mission since then, posting flyers on telephone poles and logging social media updates on his reported whereabouts. She's invested thousands of dollars on wildlife cameras, thermal sensors and other gear. She took a course offered by the San Diego Zoo on the finer points of tranquilizing animals. And she's developed a network of volunteers — the kind of neighbors who are willing to grid-search a city at 3 a.m. People like writer David W. Brown, who manages a crowd-sourced Google Map of all known Scrim sightings. He says the search has galvanized residents from all walks of life to come together. As they search for Scrim, they hand out supplies to people in need. “Being a member of the community is seeing problems and doing what you can to make life a little better for the people around here and the animals around you,” Brown said. And neighbors like Tammy Murray, who had to close her furniture store and lost her father to Parkinson's disease. This search, she says, got her mojo back. “Literally, for months, I’ve done nothing but hunt this dog,” said Murray, 53. “I feel like Wile E. Coyote on a daily basis with him.” Murray drives the Zeus' Rescues' van towards reported Scrim sightings. She also handles a tactical net launcher, which looks like an oversized flashlight and once misfired, shattering the van's window as Scrim sped away. After realizing Scrim had come to recognize the sound of the van's diesel engine, Murray switched to a Vespa scooter, for stealth. Near-misses have been tantalizing. The search party spotted Scrim napping beneath an elevated house, and wrapped construction netting around the perimeter, but an over-eager volunteer broke ranks and dashed forward, leaving an opening Scrim slipped through. Scrim's repeated escapades have prompted near-daily local media coverage and a devoted online following. Cheramie can relate. “We’re all running from something or to something. He's doing that too,” she said. Cheramie's team dreams of placing the pooch in a safe and loving environment. But a social media chorus growing under the hashtag #FreeScrim has other ideas — they say the runaway should be allowed a life of self-determination. The animal rescue volunteers consider that misguided. “The streets of New Orleans are not the place for a dog to be free,” Cheramie said. “It’s too dangerous.” Scrim was a mess when Cheramie briefly recaptured him in October, with matted fur, missing teeth and a tattered ear. His trembling body was scraped and bruised, and punctured by multiple projectiles. A vet removed one, but decided against operating to take out a possible bullet. The dog initially appeared content indoors, sitting in Cheramie's lap or napping beside her bed. Then while she was out one day, Scrim chewed through a mesh screen, dropped 13 feet to the ground and squeezed through a gap in the fence, trotting away. Murray said Cheramie's four cats probably spooked him. “I wholeheartedly believe the gangster-ass cats were messing with him,” Murray said. Cheramie thinks they may have gotten territorial. Devastated but undeterred, the pair is reassessing where Scrim might fit best — maybe a secure animal sanctuary with big outdoor spaces where other dogs can keep him company. To contribute, click here . ••• Outrage and snark boiled over at the news of the in-plain-sight murder of UnitedHealthcare’s CEO last week. Shock and ashamed glee that someone had finally taken action took over our annual anger at the uniquely American ritual of open enrollment — the yearly process of deciding which health care plan puts us at the least risk of potential financial, emotional and bodily disaster. There is rarely an upside to wrapping up open enrollment and sending in the paperwork, and there is often a feeling of having been the victim of an elaborate scam. I am a tall, able-bodied white guy with a college degree, and tend to benefit from my status as someone who fits in, and I still feel like the health insurers somehow got me again every time I make my choice and hit the send button. I started a new job last summer, and I spent hours in June comparing deductibles, out of pocket maximums, formularies, coinsurance (?), limitations and exceptions, all to figure out what plan to buy. Spoiler alert — Affordable Care Act plans were not the answer. It’s open enrollment again, and my wife and I are performing the annual Rubik’s cube of risk — what to do about health insurance. Our coffee table is covered with clipboards and piles of paper, my laptop opens to too many spreadsheets that try to make sense of it all: Monthly premium? In network/out of network? Would that actually cover everything in a bad year, or would they unveil hidden rules that deny the expensive stuff? Does the Apex plan cover the doctor I like, or should we go with Select or Peak because those are larger networks? Bronze has a higher deductible, Silver has 20% coinsurance. Is there one number we can distill this all down to so we can do a reasonable comparison? Are you bored yet? Enraged? We are both. Our government is supposedly one of laws made for the people, by the people. How did we get here, America, and how can we be proud of the way we manage health care? The game is rigged — I’m not supposed to understand the coverage and, worse, I am supposed to be a little scared and second-guess my decision every year. If our health insurance system is a house we live in all year, it’s time we recognize that the walls are crumbling and the roof is coming down. This is no way to live and the reality of the American health insurance mess is nothing to be proud of. I’m not asking for reform, to dither in the details and chip away at the corners, I am asking to tear the building down and build something we can actually live in. I would gladly have a clean deduction on my paycheck if I could go to the clinic when I want, see the doctor I want, and not have to spend hours every year agonizing about health insurance plans and live in fear that I’ve made a bad decision. I have a simple solution to consider: Write a law that says that health insurers have a fiduciary responsibility to their clients and members. Require that insurers have to take the client’s well-being as their first priority. Let them make money, as long as the systems they create benefit the insureds. Better yet, take them out of the picture entirely, we don’t need for-profit insurers in between us and our doctors and nurse practitioners, our therapists and nurses, our imaging technicians and kind receptionists. PHILADELPHIA (AP) — Former Temple basketball standout Hysier Miller sat for a long interview with the NCAA as it looked into concerns about unusual gambling activity, his lawyer said Friday amid reports a federal probe is now under way. “Hysier Miller fully cooperated with the NCAA’s investigation. He sat for a five-hour interview and answered every question the NCAA asked. That he is a homegrown star is such an important part of it all for Arsenal. He was joined by two more academy graduates, the 18-year-old Myles Lewis-Skelly, who made his first Champions League start, and Ethan Nwaneri, 17, a late substitute. For Lewis-Skelly, a left-back, this was a big moment – he made the key pre-assist pass to Gabriel Jesus to create the first goal. It will help Arsenal that these young players are coming into a stable side. Senior members of Canada's cabinet held talks Friday with US President-elect Donald Trump's nominees to lead the departments of commerce and the interior, as Ottawa works to hold off the threat of punishing tariffs. Canada's newly-appointed Finance Minister Dominic Leblanc and Foreign Minister Melanie Joly met with Howard Lutnick, Trump's commerce secretary nominee, who will also lead the country's tariff and trade agenda. SAN ANTONIO – An all-star team could be cobbled together with the college football players who have opted out of bowl games this season. Meanwhile, a pair of teams full of their own stars will hit the field on Saturday when No. 20 Colorado (9-3) battles No. 17 BYU (10-2) in the Valero Alamo Bowl at the Alamodome (5:30 p.m. MT, ABC). During a time when top players often skip bowls, the Alamo Bowl could be one of the most competitive non-College Football Playoff games because of the talent that has remained at CU and BYU. “All his kids are playing,” CU head coach Deion Sanders said as he sat next to BYU head coach Kalani Sitake for a press conference on Friday. “All our kids are playing. We’re going to play our toughest, our hardest. This is a game. This is not just a routine. This is a game that both of us want to win. So we’re taking it serious because we were predicted not to be here by some of you wonderful folks.” Both teams have lost players to the transfer portal since the end of the regular season, but only two starters between them: CU linebacker Nikhai Hill-Green (transferring to Alabama) and BYU safety Crew Wakley (uncommitted). Then you get to a bowl and you gonna sit there and act ignorant like you don’t want to play or something? You know how many people wish they could be in our situation? DAMASCUS, Syria — Syria's prime minister said Monday that most cabinet ministers were back at work after rebels overthrew President Bashar Assad, but some state workers failed to return to their jobs, and a United Nations official said the country's public sector came "to a complete and abrupt halt." It's been five years since the devastation of the bushfires. or signup to continue reading There were no parts of the east coast left untouched by the terrifying fires of 2019 and 2020, which raged on for months and months as drought and record temperatures combined to create a perfect storm. Communities were wiped out, habitats were lost and major cities were choked by an unbearable smoke haze. Thirty-three people lost their lives, 24 million hectares were razed, more than 3000 homes were destroyed and nearly 3 billion animals were killed or displaced. Bushfires have always been a part of the Australian landscape but Black Summer was truly unprecedented, as noted by , prompted by the fires. "Every state and territory suffered to some extent. The fires did not respect state borders or local government boundaries. On some days, extreme conditions drove a fire behaviour that was impossible to control," the royal commission's report said. Worryingly, the royal commission has warned such events are likely to be repeated in the future and may even be more severe. "A future where such events will, regrettably, be more frequent and more severe. Consecutive and compounding natural disasters will place increasing stress on existing emergency management arrangements," the commission's report said. In the summers since the 2019/20 bushfires, the weather across the east coast has not reached the blistering heights of that dreadful summer. There has been a lot more rain over this time and many parts of the east coast are not in drought like they were during that summer. But authorities are warning against complacency because while the conditions might not be the same as Black Summer, the threat remains present. Every season AFAC, the national council for fire and emergency services in Australia and New Zealand, releases an outlook on the bushfire risk. The damaging Black Summer bushfires were foreshadowed in fire season outlooks in 2019. That year, rainfall was very much below average over most of the continent, and it was the second-driest year since rainfall records began in 1990. Most of the east coast of Australia had above-normal fire potential. These forecasts turned out to be right, with very few areas left unaffected by the fires. AFAC chief executive Rob Webb said in the lead-up to the Black Summer bushfires, there had been a dry summer in 2018-19 followed by a very dry winter. He said the fires started much earlier than anticipated and had settled into the landscape. "Heading into Christmas of Black Summer, there were already fires in the landscape... and once they're in those remote areas until it rains they can't get around them," he said. "There's not the same dryness in the vegetation over such a wide area ... when the vegetation is really dry it means when lightning strikes in there, once the fire goes it will go more rapidly so it's harder to get around." NSW Rural Fire Service commissioner Rob Rogers reflected on the five-year anniversary of the fires. He sent out a message on the anniversary of the deaths of NSW RFS volunteers from the Horsley Park Brigade who were killed while fighting the fires. "The Black Summer bushfires tested us in ways we could never have imagined," Commissioner Rogers said. "We saw unprecedented fire behaviour, destruction and loss, but we also witnessed the extraordinary dedication of our members and the support of people from across Australia and the world. "We remember our fallen colleagues with deep sadness and pride. Their sacrifices remind us of the importance of the work we do and why we all must remain vigilant and prepared as we face future fire seasons." For the 2024-25 summer seasons, most of the east coast has an average risk of bushfire for the summer. However, there are parts of central northern and central southern NSW at an increased risk. This includes an area west of Griffith and north of Dubbo and Cobar. A lot of Victoria is at risk, including the Mornington Peninsula and south-west Gippsland. A massive blaze has already engulfed ranges at the time of writing. The Bureau of Meteorology has forecast both a warmer-than-average and wetter-than-average across most of the country. But the bushfire seasonal outlook warns that fires can occur anywhere. "Communities are encouraged to be vigilant and stay alert this summer even if in areas of Australia showing normal risk of fire as catastrophic fires can still occur during normal bushfire seasons," the outlook said. Mr Webb said a fire could wreak havoc in one afternoon if the weather allowed for it. "The important thing with any of these outlooks and it's a really challenging story to tell around preparedness, is that we know a normal fire season in Australia still gets fires," he said. "It doesn't take too much when you've got 45 degrees and lots of strong wings to get a fire going. It may not be as strong as it would be with bone-dry vegetation, but it will still go." It is a message shared by the head of the . "The last four years we've been very lucky since the 2019/20 season where that was our last real danger period. We've had wet seasons since," ACT Rural Fire Service chief officer Rohan Scott said. "When we say average fire conditions, that means we are still going to get fires [but] they're not going to be the fires we had in 19/20 due to the state of the fuel." Mr Webb said one of the most vital things going into any fire season was the ability for states to share and coordinate resources. He said this had become more streamlined over recent years. "The resources to train, the ability to share... that is one of the things that is absolutely vital that we're going to have to rely on in future years," he said. The Royal Commission into Natural Disaster Arrangements made a series of recommendations around national coordination in responding to natural disasters. It found a national approach was needed and Australians expected , despite states and territories holding primary responsibility for emergency management. "Achieving an effective national approach to natural disasters requires a clear, robust and accountable system capable of both providing a comprehensive understanding of, and responding to, the aggregated risks associated with mitigation, preparation for, response to and recovery from natural disasters," the report said. One of the big differences between the not-for-profit sector, which my company Our Community works with, and the frankly commercial sector is that NFPs look at the law in terms of "What does the law say we have to do ?" and for-profits ask "What can we get away with?". Login or signup to continue reading That's not an anti-capitalist rant. Businesses work in the real world, and NFPs need to learn from them. Laws aren't granite walls that channel us in a set direction. They're more like wetlands. You can take the made road through, and most people do, but if you have a reason to go another route you can generally feel your way through the bogs without actually hitting the unmapped patches of quicksand. All laws are unavoidably ambiguous, and lawyers don't give definitive answers. How could they? Every single court case since the ancient Mesopotamians thought up the idea of courts in the first place has involved two people who both believed, on consideration of the relevant texts, that they were in the right. In the light of this, it's clear that a perfect dispute resolution system, managed by angels, might achieve a client satisfaction rate as high as 50 per cent. Under a totally corrupt system run by ignorant morons, that rate might sink as low as 50 per cent. I'd say Australia fell somewhere in the middle. Like so much else in life, lawyers are primarily a means of assessing risk. Their job is to find out what degree of risk you're happy with and direct you along a vector that points towards your eventual goals. Along the way, your course is going to be pushed or pulled one way or another by the force fields that apply to all of us all the time; the law, yes, but also cost, degree of difficulty, time, paperwork, and, above all, other people. At Our Community we get a stream of inquiries from clubs and societies asking variations on the same question: "Our constitution says such-and-such, but that's not going to work. What do we do?" To which we generally bounce back another question: "Who cares?" That's not a flippant dismissal (well, not always). It's a vital constitutional principle, at all levels. If nobody has an interest in taking you down, you can fairly safely choose your own course. If the rules have painted you into a corner, people will generally look the other way even though you're tracking paint through the corridor (and who does paint their floors, anyway? Haven't you ever heard of carpeting?). If your problem involves significant amounts of money, of course, people are likely to care, but most volunteer NFPs can't hope in their wildest dreams to run into those hazards. Most of the time, they just want to be good citizens. And it's here that they run into the government information fogbank. If you go to any government website or helpline with a difficult question, you'll find that the exchange goes something like this. "Your site says 'Twas brillig, and the slithy toves did gyre and gimble in the wabe: All mimsy were the borogoves, And the mome raths outgrabe.' Does that apply to my group?" "Your call is important to us. If, in your case, you are brillig, and the slithy toves did gyre and gimble in the wabe: All mimsy were the borogoves, and the mome raths outgrabe, then yes. Otherwise, no." Jargon, legalese, poor drafting - there is a whole range of things that can make the written rules unreadable. Still, no government advice source can either add or subtract a jot or tittle from the words of the act, and so it can't say what the words mean, and so the answers don't touch on anything the questioner wants to know. That's where the Our Community advice line comes in. We're generally prepared to give a three-dimensional answer, lifting off the page into the real world. Most of law, we tell people with questions, is a bluff. If you park illegally, or evade your tram fare, or put soft plastics into your recycling bin, you'll very probably get away with it, and those offences actually have enforcement officers who want to justify their salaries by feeling the collars of as many malefactors as possible. NFPs don't have even that. The regulators are first and foremost concerned with having their forms filled out correctly, and they will intervene only if the NFP concerned is overturned in the middle lane of the freeway leaking petrol while setting off fireworks. Which is, to a large extent, a good thing. Nearly all NFPs are trying to do the right thing nearly all the time, and forcing them into rigid compliance would be simply a waste of everybody's time and money, with the added possibility of political abuses. We should trust them. That involves a risk that some groups will abuse that trust, yes - a very small risk - but the alternative is grisly. (AP) — As the situation stands, snowboarder/ski racer Ester Ledecka has two Olympic races on the same day in 2026, at nearly the same time and in Italian mountain towns hours apart. The Czech Republic standout simply can’t make both starting gates. So she may have a big decision to make on Feb. 8, 2026 — race in the women’s downhill at the Milan-Cortina Games or go for a three-peat in snowboarding’s parallel giant slalom. Unless, of course, her lobbying efforts pay off. Ledecka said she’s going through her country’s Olympic committee to reach out and see if one of the events can be switched. The Winter Games schedule was just recently released. “It’s like someone has broken your dream,” the 29-year-old Ledecka said after a training run in Beaver Creek as she prepares for a World Cup downhill and super-G this weekend. “So please change it. Please, please, please. It’s my biggest dream to do both. I can create a great show for people.” Ledecka is the rare athlete to do both winter sports at such a gold medal-winning level. Nearly seven years ago, Ledecka was a surprise winner in the super-G at the Pyeongchang Games — from bib No. 26, no less. A week later, she captured gold in the parallel GS (PGS). At the 2022 Beijing Winter Games, she defended her PGS crown along with finishing fifth in the super-G, 27th in the downhill and fourth in the Alpine combined. BERKELEY — Berkeley and BART officials agreed to exchange the city’s air rights of one property for a piece of land owned by the transportation agency , moving forward plans to develop transit-oriented housing near the Ashby BART station . Berkeley officially relinquished rights over a 4.4-acre BART-owned parcel bounded by Adeline Street, Ashby Avenue and Martin Luther King Jr. Way in exchange for ownership of another 1.9-acre parcel bounded by Woolsey, Tremont, Adeline and Essex streets. The agreement, approved by the Berkeley City Council on Dec. 3, will enable the development of hundreds of housing units near the Ashby BART station. Half of the first 602 homes built on the parcel, known as the West Lot, will be listed at affordable prices and at least 35% of homes built on the city’s eastern lot will be affordably priced, according to the agreement. Berkeley is investing $26.5 million from its affordable housing fund into the projects with $18.5 million going to the West Lot development and $8 million to the East Lot. “In close partnership with the City of Berkeley, BART is laying the ground for an inclusive and vibrant [transit-oriented development],” the transit agency’s project website states. Advancing equity, particularly for Berkeley’s Black community after it was disproportionately harmed due to displacement during the construction of the Ashby BART Station in the 1960s and 1970s, is a key priority of the project. Development is expected to begin by 2026.The US Senate Majority Leader, Chuck Schumer, D-N.Y., on Thursday, announced readiness to begin the process for a final vote on a bill seeking to make changes to the Social Security Fairness Act in a bid to provide Social Security benefits to millions of people. Tribune Online learnt that the bill, if passed by the Senate, would eliminate policies that currently limit Social Security payouts for roughly 2.8 million people. Schumer’s plans to push for a vote on the bill are setting up a potential passage in the final days of the lame-duck Congress. According to him, the bill would “ensure Americans are not erroneously denied their well-earned Social Security benefits simply because they chose at some point to work in their careers in public service.” Meanwhile, the House passed the bill on a bipartisan vote, while a Senate version of it gained 62 cosponsors when it was introduced last year. However, for the bill to be sent to President Joe Biden for final assent, it still needs support from at least 60 senators to pass Congress. Also, if eventually gets the Senate vote, the bill would repeal two federal policies — the Windfall Elimination Provision and the Government Pension Offset — that broadly reduce payments to two groups of Social Security recipients. These are the people who also receive a pension from a job that is not covered by Social Security and surviving spouses of Social Security recipients who receive a government pension of their own. According to AP, people who worked in state, local and federal government jobs have been heavily affected by the policies, as have teachers, firefighters and police officers, according to lawmakers and advocates. Both provisions would be repealed by the bill, thereby increasing Social Security payments for many. The legislation would add more strain on the Social Security Trust funds , which were already estimated to be unable to pay out full benefits beginning in 2035. According to the Congressional Budget Office , it would add an estimated $195 billion to federal deficits over 10 years Sen. COLUMBUS, Ohio — Ohio State athletic director Ross Bjork said Thursday that he is "absolutely" confident that Ryan Day will be back as football coach in 2025. Calls to fire the sixth-year coach rose among Ohio State fans after the Buckeyes lost to Michigan for the fourth straight year. Bjork, in an interview on 97.1 The Fan, said Day is the man for the job, regardless of how the Buckeyes perform in the College Football Playoff. They host Tennessee in a first-round game Dec. 21. "Coach Day is awesome," said Bjork, who came from Texas A&M to replace the retiring Gene Smith last summer. "He's great to work with. He totally gets it. He loves being a Buckeye. So, we're going to support him at the highest level." The 13-10 loss to Michigan followed by an ugly melee between the teams put the coach in a precarious spot. He and his team were booed off the field by the home fans. Bjork ended up releasing a statement expressing his support for the coach. "The reason we had to say something after (the Michigan) game is, we're still breathing, we're still alive," Bjork said. "The season's not over. The book is not closed." Failing to consistently beat Michigan is one of the few flaws in Day's coaching record. Hired as a member of coach Urban Meyer's staff in 2017, Day was the hand-picked successor when Meyer retired after the 2018 season. Compiling an overall 66-10 record, he is widely admired in the coaching community.
