Chinese tech firm ByteDance must sell TikTok’s U.S. assets by Jan. 19 or the app that is used by 170 million Americans will face an unprecedented ban that jeopardizes billions in ad revenue. A coalition of housing advocates and renters launched on Monday “Tenants Not Tourists,” a campaign to challenge New York City Council’s recent introduction of a bill that critics say threatens to exacerbate the city’s housing crisis. During a heated rally outside of City Hall on Dec. 9, t he coalition of representatives from various housing organizations voiced strong opposition to the measure, urging the City Council to reject it and protect the city’s scarce housing supply. Intro. 1107 , introduced last month, looks to amend current codes surrounding short-term rentals in New York. The bill would permit a permanent occupant with registration under the short-term rental law to host a short-term rental for a maximum of four guests along with their children. However, members of the coalition view it as a potential catalyst for removing tens of thousands of rental units from the market. The Latest: Former President Jimmy Carter is Dead at age 100Chandigarh: Decks have been cleared for the installation of solar panels on all houses above 250 square yards (10 marla) in the city as the UT urban planning department has given an approval to Chandigarh Renewable Energy and Science and Technologies Promotion Society (CREST) to go ahead with the move. Earlier, mandatory solar installations were limited to houses having a plot size of 500 square yards (1 kanal) and above. Empowered to make decisions and proceed with the implementation, CREST has begun preparing and finalising procedures in coordination with relevant departments of the Chandigarh administration . CREST has identified a total of 4,552 houses throughout Chandigarh that do not have solar panels on their rooftops. The estate office will collaborate with CREST to develop an action plan and related procedures. A meeting between CREST and estate office officials is scheduled soon. The implementation will follow the Model Building Bylaws 2016, approved by the Union ministry of urban development. In its communication to CREST, the urban planning department said, "In this regard, it is to inform that earlier notification for mandatory installation of solar photovoltaic power plant for a minimum plot size of 500 square yards was done by your department. Further action for reducing the area up to 250 square yards is also related to your office. Accordingly, further decision in this regard has to be taken by your office in consultation with the estate department of the Chandigarh administration." Unlike regulations for 500 square yard properties, CREST is considering flexible criteria for solar panel sizes on 250 square yard houses. Property owners will have discretion regarding installation size. Due to smaller rooftop areas, residents can choose panel sizes based on available space. Box: Currently, solar panels are mandatory for houses having a plot size of 500 square yards and above in Chandigarh. As per UT records, approximately 1,800 houses out 6,408 houses in 500 square yard and above category have installed solar panels on their rooftops. The estate office had issued resumption notices to non-compliant properties. Though some residents have moved Punjab and Haryana high court on this issue, the Chandigarh administration has told the court about the need to install solar panels on rooftops of houses. Work is ongoing for 1,091 houses, whilst tenders for the remaining 1,600 will be allocated shortly. Following its recent capture of major cities in Syria, the Islamist militant group Hayat Tahrir al-Sham, or HTS, pledged to respect the rights of ethnic and religious minorities. Rights experts, noting the group’s extremist ideology and history of brutality, caution that these promises must be backed by tangible actions. HTS, a U.S.-designated terrorist organization, along with a coalition of Turkish-backed armed groups, has in the past week seized control of Aleppo, Hama and dozens of surrounding towns in northwest Syria amid a complete collapse of forces loyal to Syrian President Bashar al-Assad’s government. Shortly after capturing Aleppo, which has significant Kurdish and Christian populations, HTS issued statements reassuring both minority groups that they would be protected under its rule. HTS leaders have also met with representatives of Aleppo’s Christian community. Rights groups acknowledge that such statements are a positive step but highlight HTS’s poor human rights record in areas it has governed in recent years, particularly in Syria’s northwestern Idlib province. “As we watch the HTS-led opposition coalition liberate areas that have been under the Assad regime, we have so far seen the protection of religious and ethnic minorities,” said Nadine Maenza, president of the Washington-based International Religious Freedom Secretariat. “We pray that continues, as HTS has a troubling history of governing under a harsh version of Islamic law in Idlib,” she told VOA. 'Time will tell' Hadeel Oueis, a Washington-based Syrian journalist, noted a sense of caution and anticipation among the various communities now living under HTS rule. “I have been speaking with members of my family in Aleppo, and there seems to be [a] degree of self-control not only toward Christians but also Alawites and other groups,” Oueis, who is a Syriac Christian, told VOA by phone. “Only time will tell if HTS is truly committed to changing and presenting a different image of itself to both Syrians and the international community,” she said. Experts say that while HTS has demonstrated a degree of tolerance toward minorities with no significant abuses reported in recent days, rights groups should closely monitor the actions of its allied rebel factions. Izzadin Saleh, executive director of the Synergy Association for Victims in Syria, said his group has documented violations committed by the Syrian National Army, or SNA, a coalition of Turkish-backed Islamist militias, against Kurdish residents in other parts of Aleppo province. The SNA was established in 2017 with Turkey’s support. The umbrella organization previously took part in two Turkish-backed offensives against Kurdish forces in 2018 and 2019. Some groups aligned with the SNA have been known for their radical Islamist ideology. President-elect Donald Trump’s choice to run the sprawling government agency that administers Medicare, Medicaid, and the Affordable Care Act marketplace — celebrity doctor Mehmet Oz — recently held broad investments in health care, tech, and food companies that would pose significant conflicts of interest. Oz’s holdings, some shared with family, included a stake in UnitedHealth Group worth as much as $600,000, as well as shares of pharmaceutical firms and tech companies with business in the health care sector, such as Amazon. Collectively, Oz’s investments total tens of millions of dollars, according to financial disclosures he filed during his failed 2022 run for a Pennsylvania U.S. Senate seat. Trump said Tuesday he would nominate Oz as administrator of the Centers for Medicare & Medicaid Services. The agency’s scope is huge: CMS oversees coverage for more than 160 million Americans, nearly half the population. accounts for approximately $1 trillion in annual spending, with over 67 million enrollees. UnitedHealth Group is one of the largest health care companies in the nation and arguably the most important business partner of CMS, through which it is the leading provider of commercial health plans available to Medicare beneficiaries. UnitedHealth also offers managed-care plans under Medicaid, the joint state-federal program for low-income people, and sells plans on government-run marketplaces set up via the Affordable Care Act. Oz also had smaller stakes in CVS Health, which now includes the insurer Aetna, and in the insurer Cigna. It’s not clear if Oz, a heart surgeon by training, still holds investments in health care companies, or if he would divest his shares or otherwise seek to mitigate conflicts of interest should he be confirmed by the Senate. Reached by phone on Wednesday, he said he was in a Zoom meeting and declined to comment. An assistant did not reply to an email message with detailed questions. “It’s obvious that over the years he’s cultivated an interest in the pharmaceutical industry and the insurance industry,” said Peter Lurie, president of the Center for Science in the Public Interest, a watchdog group. “That raises a question of whether he can be trusted to act on behalf of the American people.” (The publisher of KFF Health News, David Rousseau, is on the .) Oz used his TikTok page on multiple occasions in November to praise Trump and Robert F. Were he confirmed to run CMS, his job would involve interacting with giants of the industry that have contributed to his wealth. Given the breadth of his investments, it would be difficult for Oz to recuse himself from matters affecting his assets, if he still holds them. “He could spend his time in a rocking chair” if that happened, Lurie said. In the past, nominees for government positions with similar potential conflicts of interest have chosen to sell the assets or otherwise divest themselves. For instance, Treasury Secretary Janet Yellen and Attorney General Merrick Garland agreed to divest their holdings in relevant, publicly traded companies when they joined the Biden administration. Trump, however, declined in his first term to relinquish control of his own companies and other assets while in office, and he isn’t expected to do so in his second term. He has not publicly indicated concern about his subordinates’ financial holdings. CMS’ main job is to administer Medicare. About half of new enrollees now choose Medicare Advantage, in which commercial insurers provide their health coverage, instead of the traditional, government-run program, from KFF, a health information nonprofit that includes KFF Health News. Proponents of Medicare Advantage say the private plans offer more compelling services than the government and better manage the costs of care. Critics note that Medicare Advantage plans have a long history of than the traditional program. UnitedHealth, CVS, and Cigna are all substantial players in the Medicare Advantage market. It’s not always a good relationship with the government. The Department of Justice filed a 2017 complaint against UnitedHealth used false information to inflate charges to the government. The case is ongoing. Oz is an enthusiastic proponent of Medicare Advantage. In 2020, he proposed offering Medicare Advantage to all; during his Senate run, he offered a more general pledge to expand those plans. After Trump announced Oz’s nomination for CMS, Jeffrey Singer, a senior fellow at the libertarian-leaning Cato Institute, “uncertain about Dr. Oz’s familiarity with health care financing and economics.” Singer said Oz’s Medicare Advantage proposal could require large new taxes — perhaps a 20% payroll tax — to implement. Oz has gotten a mixed reception from elsewhere in Washington. Pennsylvania Sen. John Fetterman, the Democrat who defeated Oz in 2022, signaled he’d potentially support his appointment to CMS. “If Dr. Oz is about protecting and preserving Medicare and Medicaid, I’m voting for the dude,” on the social platform X. Oz’s investments in companies doing business with the federal government don’t end with big insurers. He and his family also hold hospital stocks, according to his 2022 disclosure, as well as a stake in Amazon worth as much as nearly $2.4 million. At least four of those 10 medications are manufactured by companies in which Oz held stock, worth as much as about $50,000.
