(AP) — President-elect Donald Trump promised on Tuesday to “vigorously pursue” capital punishment after President Joe Biden commuted the sentences of most people on federal death row partly to stop Trump from pushing forward their executions. Trump criticized Biden’s decision on Monday to change the sentences of 37 of the 40 condemned people to life in prison without parole, arguing that it was senseless and insulted the families of their victims. Biden said converting their punishments to life imprisonment was consistent with the moratorium imposed on federal executions in cases other than terrorism and hate-motivated mass murder. “Joe Biden just commuted the Death Sentence on 37 of the worst killers in our Country,” he wrote on his social media site. “When you hear the acts of each, you won’t believe that he did this. Makes no sense. Relatives and friends are further devastated. They can’t believe this is happening!” Presidents historically have no involvement in dictating or recommending the punishments that federal prosecutors seek for defendants in criminal cases, though Trump has long sought more direct control over the Justice Department's operations. The president-elect wrote that he would direct the department to pursue the death penalty “as soon as I am inaugurated,” but was vague on what specific actions he may take and said they would be in cases of “violent rapists, murderers, and monsters.” He highlighted the cases of two men who were on federal death row for slaying a woman and a girl, had admitted to killing more and had their sentences commuted by Biden. On the campaign trail, Trump often called for expanding the federal death penalty — including for those who kill police officers, those convicted of drug and human trafficking, and migrants who kill U.S. citizens. “Trump has been fairly consistent in wanting to sort of say that he thinks the death penalty is an important tool and he wants to use it,” said Douglas Berman, an expert on sentencing at Ohio State University’s law school. “But whether practically any of that can happen, either under existing law or other laws, is a heavy lift.” Berman said Trump’s statement at this point seems to be just a response to Biden’s commutation. “I’m inclined to think it’s still in sort of more the rhetoric phase. Just, ‘don’t worry. The new sheriff is coming. I like the death penalty,’” he said. Most Americans have historically supported the death penalty for people convicted of murder, according to decades of annual polling by Gallup, but support has declined over the past few decades. Arizona was pushing for a go-ahead touchdown in the final minute, but Kyler Murray's pass took an unlucky bounce off McBride's helmet and LA's Ahkello Witherspoon made a spectacular grab for the interception, snagging the ball just before it hit the turf. “I think we can compete with anybody, but again, that doesn’t count,” second-year coach Jonathan Gannon said. “It’s about winning and losing, you what I mean? I just got to do a better job, but I know they’re doing the right things.” The Cardinals did a lot of things right against the Rams. Despite being eliminated from the postseason, Arizona competed hard. Murray completed 33 of 48 passes for 321 yards and a touchdown — but also had two interceptions. McBride caught 12 passes for 123 yards, including his first TD catch of the year. Harrison had one of his best games with six catches for 96 yards. “I’m going to choose to be positive about it,” Murray said. “I see a light at the end of that tunnel. I think we’re a couple plays away, a couple of plays away from being a 10-win team or right where we want to be, going to the playoffs or winning the division.” The Cardinals' defense played well for most of the game, limiting the Rams to 257 yards. But in the end, it was another loss. It is only late November, no trophies are handed out at this time of year, or so the old adage goes, but there is little doubt that Liverpool are the best team in Europe right now. Their hope will be to maintain that status come the final in Munich on May 31 and, maybe, this could be another dress rehearsal for that occasion. It is not as if these two grand clubs have not acquainted each other at that stage of the competition in the past – even if Real Madrid will have to rally from this, a third defeat in five ties in this competition. In the newly formatted group stage, with all 36 teams lumped together, Liverpool deservedly sit on the summit having defeated the European champions in what felt like yet another special Anfield night. “Liverpool, Liverpool top of the league,” chanted their fans. Such is their dominance that applies to Europe as well as the Premier League. Liverpool’s record in all competitions reads played 19, won 17, drawn one and lost one, and that is truly remarkable. And formidable. Both sides missed penalties but Liverpool deserved the points on an evening when Jude Bellingham and, even more so, Kylian Mbappe failed to impose themselves. Such behaviour is not the 39-year-old’s style and Gravenberch was booked anyway. It was Liverpool who threatened again as Curtis Jones forced his way through. The ball broke to Nunez who stabbed it – only for Courtois to again save Madrid. As he, of course, did in the Champions League final between these two clubs in Paris two years ago. Vinicius Junior scored the winning goal in that game but injury meant he was another absentee for Madrid along with Rodrygo. Still, that allowed Mbappe to move out to his preferred position on the left and there was certainly more threat from him there. It was a test for Bradley and the Northern Ireland international did brilliantly to run back 40 yards, slide in . Mbappe clapped his hands in frustration. The Kop roared its approval. A header from Nunez just skimmed past a post; another from Luis Diaz was punched away by Courtois and it continued to bounce from end to end. Liverpool carried the greater threat but it was wonderfully open and committed. It also felt like a tightrope was being walked. Gravenberch fouled Eduardo Camavinga and the Madrid bench were up, demanding another yellow which would have let to a red for the midfielder. Modric brought down Alexis Mac Allister and Virgil van Dijk ran to the referee also calling for a caution. He was ignored and half-time came – and with it an opportunity to draw breath. Liverpool were out early and pressed on. Even Modric was being hassled so much that he gave the ball away. Salah demanded a penalty, rightly turned down, Courtois saved a close-range Bradley header and finally the breakthrough was made and the 21-year-old right-back, inevitably, was involved. Katie Porter was granted a temporary restraining order by a judge Tuesday after she alleged that her former partner engaged in “harassment and threats” that harmed her relationship with her family and her professional reputation. The temporary domestic violence restraining order mandates that Julian Willis, Porter’s ex-boyfriend who she lived with “for brief periods of time,” according to filings with the Orange County Superior Court, stop contacting the congresswoman, her children and her current and former colleagues. The restraining order also mandates that Willis stay away from Porter. A court hearing has been scheduled for Dec. 17 for a permanent restraining order. Porter, 50, sought the restraining order after allegedly enduring “psychological abuse” as well as “three months of ongoing threats and harassment,” including a message on Saturday, Nov. 23 that “prompted that (Porter) consider suicide,” according to the declaration Porter filed with the court on Tuesday, Nov. 26. “Julian’s struggles with mental health and substance abuse have created an unsafe and unpredictable situation for me, my children, my family and my work colleagues,” Porter said in her declaration. Since Aug. 27, Willis, 55, has sent Porter more than 1,000 text messages and emails “with the clear intent to threaten and harass me,” Porter said in the filing. He continued to contact her despite her telling him to stop and blocking his texts, she said. “He stated that his goal was to ‘force me into prolonged psychiatric treatment’ and that he intended not to stop, even if I had to be hospitalized as a suicide risk,” she said. Willis, when reached by email Wednesday, said he could not comment at this time. He offered to provide one piece of documentation, but the Southern California News Group could not independently verify its validity on Wednesday. Willis told Politico Tuesday that Porter only sought a restraining order to prevent him from suing her and talking to the media. He sent 82 text messages during a 24-hour span in September, Porter said, and 55 on Nov. 12 before she blocked him from texting her. In her court filing, Porter included numerous screengrabs of text messages and emails that she said are from Willis to her, her children and colleagues. Willis, who is listed as a New Jersey resident in court documents, also allegedly attempted to extort Porter and spread false information about her, including false diagnoses of a sexually transmitted disease, to her family, journalists, and current and former coworkers, the congresswoman said. “Other threats have included statements that he will publicly humiliate me, ‘beat (me) down,’ bankrupt me, have harmful newspaper articles published about me, cause me to lose my job at UC Irvine, report me to Child Protective Services, remove my children from my custody and sue me for seven figures,” Porter alleged. “Julian has made it clear that he intends to cause significant harm to my professional reputation,” Porter said in her declaration. “His false allegations and threats to my co-workers have harmed our ability to work by creating repeated interruptions that my co-workers and I have found disruptive, concerning and threatening.” The restraining order covers Porter’s three children, who range in ages from 12 to 18 years old. Porter sought to add other adult family members to the restraining order, but the judge denied the request, saying adults not living in Porter’s home would need to request their own protective order. The order says Willis must remain at least 100 yards away from Porter and her children, their schools, Porter’s home, job and vehicle. It also says Willis cannot contact Porter’s current or former employees or co-workers to discuss Porter. Communication with government employees about other subjects, the judge said, is not prohibited by the temporary order. It’s specifically a “domestic violence restraining order,” which helps people who have been abused or threatened with abuse. “This is a very unfortunate situation,” Porter said in a statement. “Mr. Willis has suffered from well-documented mental health and substance abuse issues. As the records filed today show, those issues have gotten increasingly worse since I ended the relationship and asked him to leave my house. “In recent weeks, his threats against my family and my colleagues have escalated in both their frequency and intensity, and I feel I must ask for this order from the court. I sincerely hope he can get the help he needs.” Willis was involved in an altercation that occurred at Porter’s town hall event in Irvine in 2021. Far-right opponents disrupted the gathering, and a physical altercation broke out. Willis was cited and released for his actions during the altercation, and he was reportedly living at Porter’s Irvine home at the time. Having served three terms in Congress, Porter is set to leave at the end of this term after mounting an unsuccessful U.S. Senate bid rather than run for re-election this year. Still, her name ID is strong — she spent the days leading up to the general election campaigning for other House Democratic candidates — and she is rumored to be considering a bid for California’s governor in 2026. TOPEKA, Kan. (AP) — Republicans made claims about illegal voting by noncitizens a centerpiece of their 2024 campaign messaging and plan to push legislation in the new Congress requiring voters to provide proof of U.S. citizenship. Yet there's one place with a GOP supermajority where linking voting to citizenship appears to be a nonstarter: Kansas. That's because the state has been there, done that, and all but a few Republicans would prefer not to go there again. Kansas imposed a proof-of-citizenship requirement over a decade ago that grew into one of the biggest political fiascos in the state in recent memory. The law, passed by the state Legislature in 2011 and implemented two years later, ended up blocking the voter registrations of more than 31,000 U.S. citizens who were otherwise eligible to vote. That was 12% of everyone seeking to register in Kansas for the first time. Federal courts ultimately declared the law an unconstitutional burden on voting rights, and it hasn't been enforced since 2018. Kansas provides a cautionary tale about how pursuing an election concern that in fact is extremely rare risks disenfranchising a far greater number of people who are legally entitled to vote. The state’s top elections official, Secretary of State Scott Schwab, championed the idea as a legislator and now says states and the federal government shouldn't touch it. “Kansas did that 10 years ago,” said Schwab, a Republican. “It didn’t work out so well.” Steven Fish, a 45-year-old warehouse worker in eastern Kansas, said he understands the motivation behind the law. In his thinking, the state was like a store owner who fears getting robbed and installs locks. But in 2014, after the birth of his now 11-year-old son inspired him to be “a little more responsible” and follow politics, he didn’t have an acceptable copy of his birth certificate to get registered to vote in Kansas. “The locks didn’t work,” said Fish, one of nine Kansas residents who sued the state over the law. “You caught a bunch of people who didn’t do anything wrong.” Kansas' experience appeared to receive little if any attention outside the state as Republicans elsewhere pursued proof-of-citizenship requirements this year. Arizona enacted a requirement this year, applying it to voting for state and local elections but not for Congress or president. The Republican-led U.S. House passed a proof-of-citizenship requirement in the summer and plans to bring back similar legislation after the GOP won control of the Senate in November. In Ohio, the Republican secretary of state revised the form that poll workers use for voter eligibility challenges to require those not born in the U.S. to show naturalization papers to cast a regular ballot. A federal judge declined to block the practice days before the election. Also, sizable majorities of voters in Iowa, Kentucky, Missouri, Oklahoma, South Carolina and the presidential swing states of North Carolina and Wisconsin were inspired to amend their state constitutions' provisions on voting even though the changes were only symbolic. Provisions that previously declared that all U.S. citizens could vote now say that only U.S. citizens can vote — a meaningless distinction with no practical effect on who is eligible. To be clear, voters already must attest to being U.S. citizens when they register to vote and noncitizens can face fines, prison and deportation if they lie and are caught. “There is nothing unconstitutional about ensuring that only American citizens can vote in American elections,” U.S. Rep. Chip Roy, of Texas, the leading sponsor of the congressional proposal, said in an email statement to The Associated Press. After Kansas residents challenged their state's law, both a federal judge and federal appeals court concluded that it violated a law limiting states to collecting only the minimum information needed to determine whether someone is eligible to vote. That's an issue Congress could resolve. The courts ruled that with “scant” evidence of an actual problem, Kansas couldn't justify a law that kept hundreds of eligible citizens from registering for every noncitizen who was improperly registered. A federal judge concluded that the state’s evidence showed that only 39 noncitizens had registered to vote from 1999 through 2012 — an average of just three a year. In 2013, then-Kansas Secretary of State Kris Kobach, a Republican who had built a national reputation advocating tough immigration laws, described the possibility of voting by immigrants living in the U.S. illegally as a serious threat. He was elected attorney general in 2022 and still strongly backs the idea, arguing that federal court rulings in the Kansas case “almost certainly got it wrong.” Kobach also said a key issue in the legal challenge — people being unable to fix problems with their registrations within a 90-day window — has probably been solved. “The technological challenge of how quickly can you verify someone’s citizenship is getting easier,” Kobach said. “As time goes on, it will get even easier.” The U.S. Supreme Court refused to hear the Kansas case in 2020. But in August, it split 5-4 in allowing Arizona to continue enforcing its law for voting in state and local elections while a legal challenge goes forward. Seeing the possibility of a different Supreme Court decision in the future, U.S. Rep.-elect Derek Schmidt says states and Congress should pursue proof-of-citizenship requirements. Schmidt was the Kansas attorney general when his state's law was challenged. "If the same matter arose now and was litigated, the facts would be different," he said in an interview. But voting rights advocates dismiss the idea that a legal challenge would turn out differently. Mark Johnson, one of the attorneys who fought the Kansas law, said opponents now have a template for a successful court fight. “We know the people we can call," Johnson said. “We know that we’ve got the expert witnesses. We know how to try things like this.” He predicted "a flurry — a landslide — of litigation against this.” Initially, the Kansas requirement's impacts seemed to fall most heavily on politically unaffiliated and young voters. As of fall 2013, 57% of the voters blocked from registering were unaffiliated and 40% were under 30. But Fish was in his mid-30s, and six of the nine residents who sued over the Kansas law were 35 or older. Three even produced citizenship documents and still didn’t get registered, according to court documents. “There wasn’t a single one of us that was actually an illegal or had misinterpreted or misrepresented any information or had done anything wrong,” Fish said. He was supposed to produce his birth certificate when he sought to register in 2014 while renewing his Kansas driver's license at an office in a strip mall in Lawrence. A clerk wouldn't accept the copy Fish had of his birth certificate. He still doesn't know where to find the original, having been born on an Air Force base in Illinois that closed in the 1990s. Several of the people joining Fish in the lawsuit were veterans, all born in the U.S., and Fish said he was stunned that they could be prevented from registering. Liz Azore, a senior adviser to the nonpartisan Voting Rights Lab, said millions of Americans haven't traveled outside the U.S. and don't have passports that might act as proof of citizenship, or don't have ready access to their birth certificates. With two-way star Travis Hunter of Colorado and Boise State running back Ashton Jeanty leading the field, these certainly aren't your typical Heisman Trophy contenders. Sure, veteran quarterbacks Dillon Gabriel from top-ranked Oregon and Cam Ward of No. 15 Miami are finalists for college football's most prestigious award as well, but the 90th annual ceremony coming up Saturday night at Lincoln Center in New York City offers a fresh flavor this year. To start with, none of the four are from the powerhouse Southeastern Conference, which has produced four of the past five Heisman winners — two each from Alabama and LSU. Jeanty, who played his home games for a Group of Five team on that peculiar blue turf in Idaho more than 2,100 miles from Manhattan, is the first running back even invited to the Heisman party since 2017. After leading the country with 2,497 yards rushing and 29 touchdowns, he joined quarterback Kellen Moore (2010) as the only Boise State players to be named a finalist. “The running back position has been overlooked for a while now," said Jeanty, who plans to enter the 2025 NFL draft. "There's been a lot of great running backs before me that should have been here in New York, so to kind of carry on the legacy of the running back position I think is great. ... I feel as if I'm representing the whole position.” With the votes already in, all four finalists spent Friday conducting interviews and sightseeing in the Big Apple. HARRISBURG, Pa. (AP) — President-elect Donald Trump is underscoring his intention to block the purchase of U.S. Steel by Japanese steelmaker Nippon Steel Corp. , and he's pledging to use tax incentives and tariffs to strengthen the iconic American steelmaker. Trump had vowed early in the presidential campaign that he would “instantaneously” block the deal, and he reiterated that sentiment in a post on his Truth Social platform on Monday night. “I am totally against the once great and powerful U.S. Steel being bought by a foreign company” and will use tax incentives and tariffs to make U.S. Steel “Strong and Great Again, and it will happen FAST!” he wrote. “As President," he continued, "I will block this deal from happening. Buyer Beware!!!” President Joe Biden , like Trump, also opposes Nippon Steel's purchase of Pittsburgh-based U.S. Steel. Biden’s White House in September said that it had yet to see a report from the secretive Committee on Foreign Investment in the United States , which was reviewing the transaction for national security concerns. The committee, which is chaired by the treasury secretary and includes other Cabinet members, can recommend that the president block a transaction, and federal law gives the president that power. Ahead of the November election, the proposed merger carried political importance in Pennsylvania, a critical swing state that Trump eventually won. Biden publicly sided with the United Steelworkers, the labor union, in seeking to reject the deal. When he announced his opposition in a March statement, Biden said: “U.S. Steel has been an iconic American steel company for more than a century, and it is vital for it to remain an American steel company that is domestically owned and operated.” Nippon Steel has said it is the only company that can make the necessary investment in U.S. Steel's factories and strengthen the American steel industry. Our communities, customers, investors, and employees strongly support this transaction, and we will continue to advocate for them and adherence to the rule of law," U.S. Steel said. The deal follows a long stretch of protectionist U.S. tariffs that analysts say has helped reinvigorate domestic steel, including U.S. Steel. U.S. Steel's shareholders have approved the deal, but the United Steelworkers oppose it. In a statement Tuesday, the union said the deal carries “serious long-term implications for U.S. economic and national security.” “It’s clear that President Trump understands the vital role a strong domestic steel industry plays in our national security, as well as the importance of the jobs and communities the industry supports," the union said. The deal has drawn bipartisan opposition in the U.S. Senate, including from the incoming vice president, Republican Sen. JD Vance of Ohio, although the federal government's objections to the deal have drawn criticism that the opposition is political. Some U.S. Steel workers would prefer Nippon Steel acquire the company, given that it appears to have a better financial balance sheet than another potential buyer, Cleveland-Cliffs. U.S. Steel “provided a very, very good life for our families for a lot of years,” said Jack Maskil, a vice president at the Steelworkers local branch in West Mifflin, Pennsylvania. “And we feel that with the Nippon deal that a lot more families for futures to come will be able to share the same.” West Mifflin Mayor Chris Kelly said he met with Nippon Steel executives and found himself satisfied by their commitments.
