Beyond the pain such tariffs would cause U.S. households and businesses, they could also push the Federal Reserve to slow or even halt its cuts to interest rates. While lower interest rates can boost the overall economy and prices for investments, they can also offer more fuel for inflation. “Many” officials at the Fed's last meeting earlier this month said they should lower rates gradually, according to minutes of the meeting released Tuesday afternoon. Three days prior to the air strikes, TTP terrorists struck at check post in South Waziristan, leaving 16 Pakistani soldiers martyred. That was the tipping point, forcing Pakistan to go after their hideouts in Afghanistan. JERUSALEM (AP) — Israel approved a United States-brokered ceasefire agreement with Lebanon's Hezbollah on Tuesday that would end nearly 14 months of fighting linked to the war in the Gaza Strip. The ceasefire would mark the first major step toward ending the regionwide unrest triggered by Hamas’ attack on Israel on Oct. 7, 2023. But it does not address the devastating war in Gaza, where Hamas is still holding dozens of hostages and the conflict is more intractable. Hours before the ceasefire with Hezbollah was to take effect, Israel carried out the most intense wave of strikes in Beirut and its southern suburbs since the start of the conflict and issued a record number of evacuation warnings. At least 24 people were killed in strikes across the country, according to local authorities, as Israel signaled it aims to pummel Hezbollah before the ceasefire takes hold at 4 a.m. local time on Wednesday. Another huge airstrike shook Beirut shortly after the ceasefire was announced. There appeared to be some lingering disagreement over whether Israel would have the right to strike Hezbollah if it believed the militants had violated the agreement, something Prime Minister Benjamin Netanyahu insisted was part of the deal but which Lebanese and Hezbollah officials have rejected. Israel's security Cabinet approved the ceasefire agreement after it was presented by Netanyahu, his office said. U.S. President Joe Biden, speaking in Washington, called the agreement “good news” and said his administration would make a renewed push for a ceasefire in Gaza. Thousands of additional Lebanese troops and U.N. peacekeepers would deploy in the south, and an international panel headed by the United States would monitor all sides’ compliance. Biden said Israel reserved the right to quickly resume operations in Lebanon if Hezbollah breaks the terms of the truce, but that the deal "was designed to be a permanent cessation of hostilities.” Netanyahu’s office said Israel appreciated the U.S. efforts in securing the deal but “reserves the right to act against every threat to its security.” Lebanon’s caretaker Prime Minister Najib Mikati welcomed the ceasefire and described it as a crucial step toward stability and the return of displaced people. Hezbollah has said it accepts the proposal, but a senior official with the group said Tuesday that it had not seen the agreement in its final form. “After reviewing the agreement signed by the enemy government, we will see if there is a match between what we stated and what was agreed upon by the Lebanese officials,” Mahmoud Qamati, deputy chair of Hezbollah’s political council, told the Al Jazeera news network. “We want an end to the aggression, of course, but not at the expense of the sovereignty of the state," he said, referring to Israel's demand for freedom of action. “Any violation of sovereignty is refused.” Warplanes bombard Beirut and its southern suburbs Even as ceasefire efforts gained momentum in recent days, Israel continued to strike what it says are Hezbollah targets across Lebanon as the militants fired rockets, missiles and drones across the border. An Israeli strike on Tuesday leveled a residential building in central Beirut — the second time in recent days warplanes have hit the crowded area near the city’s downtown. At least seven people were killed and 37 wounded, according to Lebanon's Health Ministry. Strikes on Beirut's southern suburbs killed at least one person and wounded 13, it said. Three people were killed in a separate strike in Beirut and three in a strike on a Palestinian refugee camp in southern Lebanon. Lebanese state media said another 10 people were killed in the eastern Baalbek province. Israel says it targets Hezbollah fighters and their infrastructure. Israel also struck a building in Beirut's bustling commercial district of Hamra for the first time, hitting a site that is around 400 meters (yards) from Lebanon’s Central Bank. There were no reports of casualties. The Israeli military said it struck targets in Beirut and other areas linked to Hezbollah's financial arm. The evacuation warnings covered many areas, including parts of Beirut that previously have not been targeted. The warnings, coupled with fear that Israel was ratcheting up attacks before a ceasefire, sent residents fleeing. Traffic was gridlocked, and some cars had mattresses tied to them. Dozens of people, some wearing their pajamas, gathered in a central square, huddling under blankets or standing around fires as Israeli drones buzzed loudly overhead. Israeli military spokesman Avichay Adraee issued evacuation warnings for 20 buildings in Beirut's southern suburbs, where Hezbollah has a major presence, as well as a warning for the southern town of Naqoura where the U.N. peacekeeping mission, UNIFIL, is headquartered. Israel returned fire on Hezbollah, and the two sides have been exchanging barrages ever since. Israel escalated its campaign of bombardment in mid-September and later sent troops into Lebanon, vowing to put an end to Hezbollah fire so tens of thousands of evacuated Israelis could return to their homes. More than 3,760 people have been killed by Israeli fire in Lebanon the past 13 months, many of them civilians, according to Lebanese health officials. The bombardment has driven 1.2 million people from their homes. Israel says it has killed more than 2,000 Hezbollah members. Hezbollah fire has forced some 50,000 Israelis to evacuate in the country’s north, and its rockets have reached as far south in Israel as Tel Aviv. Diving on loose balls, being a hard-nosed defender, and giving high-effort all of the time comes with the territory. “I’ve played every position since I was little,” Robinson said. “I just do whatever it takes to win. That’s the mindset, whatever I need to do, I’ll do it.” Toughness isn’t just something Robinson showcases on the floor, but off of it as well. Being born the youngest of three, the Hampton guard said his father wanted him to be resilient around his older brothers. Especially since the siblings were 10 and 11 years his senior, respectively. “My dad – I have two older brothers – and he said I would have to be tough or die,” Robinson said. “So he named me Tuff.” More than being an energy player for the Bulldogs, Robinson has stepped into an expanded role to start the 2024-25 campaign. Head coach Ned Smith had to replace his entire starting lineup from a year ago, and Robinson was one of the names he called on to make the jump. The junior has made the move pay dividends, as he has been one of Hampton’s most consistent options on offense. A defining moment for Robinson came in the Food City Thanksgiving Classic at Sullivan East. With the Bulldogs trailing by six at halftime against Mountain Mission (Va.), Robinson took the game over. He scored the first six points out of the locker room and 20 points in the third quarter on the way to a win. The guard said the ability to be a scorer is a result of his surrounding cast. “We’ve got so many people that can score,” Robinson said. “Just getting everybody else open and I always just find myself open. I like to drive, so that’s my main goal. Everybody else being able to shoot it, Chase (Davenport) and Caden (Davis), being such good shooters, the lane is always open.” Despite the whole starting five being new from a year ago, there isn’t much new among the members of the unit. “We’re all good friends and we work well together,” Robinson said. “So it hasn’t been too hard. It’s a lot of pressure, stepping into the starting five, but I think we’ve handled it pretty well so far.” After starting the year 7-2, the Bulldogs got their first taste of conference play on Tuesday night against Chuckey-Doak. They cruised to an 81-43 win, and Robinson played a large role in the contest. He scored 15 points while going 5-of-7 from the field, while also getting seven assists and six steals. Jadion Anthony Richards, 44, and Akwele Nickeisha Lawes-Richards, 45, both of Danbury, Connecticut, were charged this month with one felony count of organized retail theft. Both went free last week after posting bail bonds of $100,000 for him and $30,000 for her, court records show. They're due back in Ramsey County District Court in St. Paul on Dec. 16. According to the criminal complaints, a Lululemon investigator had been tracking the pair even before police first confronted them on Nov. 14 at a store in suburban Roseville. The investigator told police the couple were responsible for hundreds of thousands of dollars in losses across the country, the complaints said. They would steal items and make fraudulent returns, it said. Police found suitcases containing more than $50,000 worth of Lululemon clothing when they searched the couple's hotel room in Bloomington, the complaint said. Within Minnesota, they were also accused of thefts at stores in Minneapolis and the suburbs of Woodbury, Edina and Minnetonka. The investigator said the two were part of a group that would usually travel to a city and hit Lululemon stores there for two days, return to the East Coast to exchange the items without receipts for new items, take back the new items with the return receipts for credit card refunds, then head back out to commit more thefts, the complaint said. In at least some of the thefts, it said, Richards would enter the store first and buy one or two cheap items. He'd then return to the sales floor where, with help from Lawes-Richards, they would remove a security sensor from another item and put it on one of the items he had just purchased. Lawes-Richards and another woman would then conceal leggings under their clothing. They would then leave together. When the security sensors at the door went off, he would offer staff the bag with the items he had bought, while the women would keep walking out, fooling the staff into thinking it was his sensor that had set off the alarm, the complaint said. Richards' attorney declined to comment. Lawes-Richards' public defender did not immediately return a call seeking comment Monday. "This outcome continues to underscore our ongoing collaboration with law enforcement and our investments in advanced technology, team training and investigative capabilities to combat retail crime and hold offenders accountable," Tristen Shields, Lululemon's vice president of asset protection, said in a statement. "We remain dedicated to continuing these efforts to address and prevent this industrywide issue." The two are being prosecuted under a state law enacted last year that seeks to crack down on organized retail theft. One of its chief authors, Sen. Ron Latz, of St. Louis Park, said 34 states already had organized retail crime laws on their books. "I am glad to see it is working as intended to bring down criminal operations," Latz said in a statement. "This type of theft harms retailers in myriad ways, including lost economic activity, job loss, and threats to worker safety when crime goes unaddressed. It also harms consumers through rising costs and compromised products being resold online." Two Minnesota women were also charged under the new law in August. They were accused of targeting a Lululemon store in Minneapolis.

LOS ANGELES (AP) — Two-time Cy Young Award winner Blake Snell says it was a really easy decision to sign with the World Series champion Los Angeles Dodgers and the presence of three-time MVP Shohei Ohtani played a part, too. Snell was introduced Tuesday at Dodger Stadium accompanied by his agent Scott Boras. The left-hander finalized a $182 million, five-year contract last Saturday. “It was really easy just cause me and Haeley wanted to live here, it’s something we’ve been talking about for a while,” Snell said, referring to his girlfriend. “Then you look at the team. You look at what they’ve built, what they’re doing. It’s just something you want to be a part of.” Last month, Snell opted out of his deal with San Francisco to become a free agent for the second consecutive offseason after he was slowed by injuries during his lone year with the San Francisco Giants. Snell gets a $52 million signing bonus, payable on Jan. 25, and annual salaries of $26 million, of which $13.2 million each year will be deferred . Because Snell is a Washington state resident, the signing bonus will not be subject to California income tax. “It just played out the way that people around me felt comfortable with, I felt comfortable with, they felt comfortable with,” Snell said. “We talked and found something that could work for both of us. You want your worth, you want your respect, and you want enough time to where you can really make a name for yourself. Battle Ground Public Schools’ board voted unanimously Monday to place an educational programs and operations replacement levy on the Feb. 11 ballot. The four-year levy would begin collections in 2026 and replace the existing operations levy, which ends in 2025, according to the district . The levy would fund programs that aren’t fully funded by the state, including security, extra staff to reduce class sizes, curriculum, nursing, mental health support, special education, busing, sports and arts. The levy would raise about $166.3 million over four years with an estimated tax rate of $1.95 per $1,000 of assessed property value each year. The levy would collect $38.3 million in 2026, $40.4 million in 2027, $42.6 million in 2028 and $44.975 million in 2029. Homeowners currently pay $1.65 per $1,000 of assessed property value for the existing operations levy, which voters approved in 2022. In 2025, they will pay $1.67 per $1,000 for that operations levy, as well as an additional 46 cents per $1,000 of assessed property value for a three-year technology capital levy approved by voters in February. For the owner of a $500,000 house, that’s an estimated $1,065 in annual property taxes. The rates for the levies are dependent on the growth in property value within the district’s boundaries each year.Luigi Mangione, who was arrested and charged with murder in the shooting death of United Healthcare CEO Brian Thompson, once belonged to a group of Ivy League gamers who played assassins, a member of the group told NBC News. In the game, called "Among Us," some players are secretly assigned to be killers in space who perform other tasks while trying to avoid suspicion from other players. Alejandro Romero, who attended the University of Pennsylvania with Mangione and was a member of the same Discord group, said he was shocked when news broke on social media that Mangione had been taken into police custody. "I just found it extremely ironic that, you know, we were in this game and there could actually be a true killer among us," he said. "As soon as his photo and name popped up on X, my friend texted me asking if I knew him, and then either I was calling some 10 friends or they were calling me," Romero added. "I didn't speak to anybody today who wasn't already aware of what had happened." Mangione, 26, was arrested Monday morning in a McDonald's restaurant in Altoona, Pennsylvania, after an employee spotted him. Police found a firearm, believed to have been 3D-printed, and a handwritten document on Mangione "that speaks to both his motivation and mindset," New York Police Commissioner Jessica Tisch said at a news conference. He was also carrying fake identification and a passport, authorities said. In New York, Mangione was charged with murder, possession of a loaded firearm, possession of a forged instrument and criminal possession of a weapon, according to court documents. Authorities in Pennsylvania charged Mangione with carrying firearms without a license, forgery, tampering with records or identification, possessing instruments of crime and providing false identification to police. In a statement on X on Monday night, a member of the Mangione family said they are "shocked and devastated by Luigi's arrest." Romero, who said he has not spoken to or seen Mangione since 2020, described him as a typical college student who did not stand out to him. "He just fit a mold," Romero said. "He just seemed like any other normal frat dude that you could see at a frat party." His final year in college was cut short when the pandemic hit. Students were forced off campus in their last semester and did not return for commencement. The Discord group was one way to stay connected, Romero said, but members began to go their separate ways as they got full-time jobs or embarked on long trips. During some of those years, Mangione left behind a digital footprint that included reviewing “Industrial Society and Its Future,” also known as the “Unabomber Manifesto” by Ted Kaczynski, on Goodreads, a platform for book reviews and recommendations. It served as the ideological reasoning for Kaczynski’s yearslong mail bomb campaign that killed three people and injured 23 others. Mangione became significantly more active on X in 2021 after five years not posting or reposting content, according to a review of his account. Asked about the change in Mangione's online persona, Romero said that question is circulating among his friend group. "I feel like people are unsure how to label him," he said. The biggest offseason news came down Sunday night, when the New York Mets and star free agent slugger Juan Soto reportedly agreed on a 15-year, $765 million deal, which would be the largest contract ever given to a professional athlete. That was a key talking point when managers started meeting with the media on Monday. Nationals manager Dave Martinez reflected on when he was Soto's first manager in the big leagues back in 2018. "This kid, he was different," Martinez said. "The ball comes off his bat differently. The way he approaches the hitting was way different than a lot of kids I've seen. But the one thing that I always remember about him, the first conversation I had, the first thing that came out of his mouth when I asked him what motivates him, what drives him, and he just came out and said, 'I love baseball.' Truly you can see it in him. He loves playing the game." The Red Sox were among the clubs in the mix for Soto. He now has five runs of 50-plus yards this season and is on pace to break Eric Dickerson's single-season record of 2,105 yards set in 1984. Barkley's historic performance against the Rams — his 255 yards set a team record — captivated a national audience and turned him into a fan favorite for the AP NFL MVP award. He's not the betting favorite, however. Josh Allen has the best odds at plus-150, according to Bet MGM Sportsbook. Two-time MVP Lamar Jackson is next at plus-250 followed by Barkley at plus-400. Kennedy was assassinated , conspiracy theories still swirl and any new glimpse into the fateful day of Nov. 22, 1963, in Dallas continues to fascinate . President-elect Donald Trump promised during his reelection campaign that he would declassify all of the remaining government records surrounding the assassination if he returned to office. He made a similar pledge during his first term, but ultimately bended to appeals from the CIA and FBI to keep some documents withheld. At this point, only a few thousand of the millions of governmental records related to the assassination have yet to be fully released, and those who have studied the records released so far say that even if the remaining files are declassified, the public shouldn't anticipate any earth-shattering revelations. “Anybody waiting for a smoking gun that’s going to turn this case upside down will be sorely disappointed,” said Gerald Posner, author of “Case Closed,” which concludes that assassin Lee Harvey Oswald acted alone. Friday's 61st anniversary is expected to be marked with a moment of silence at 12:30 p.m. in Dealey Plaza, where Kennedy's motorcade was passing through when he was fatally shot. And throughout this week there have been events marking the anniversary. Nov. 22, 1963 When Air Force One carrying Kennedy and first lady Jacqueline Kennedy touched down in Dallas , they were greeted by a clear sky and enthusiastic crowds. With a reelection campaign on the horizon the next year, they had gone to Texas on political fence-mending trip. But as the motorcade was finishing its parade route downtown, shots rang out from the Texas School Book Depository building. Police arrested 24-year-old Oswald and, two days later, nightclub owner Jack Ruby fatally shot Oswald during a jail transfer. A year after the assassination, the Warren Commission, which President Lyndon B. Johnson established to investigate the assassination, concluded that Oswald acted alone and there was no evidence of a conspiracy. But that hasn't quelled a web of alternative theories over the decades. The collection In the early 1990s, the federal government mandated that all assassination-related documents be housed in a single collection in the National Archives and Records Administration. The collection of over 5 million records was required to be opened by 2017, barring any exemptions designated by the president. Trump, who took office for his first term in 2017, had boasted that he'd allow the release of all of the remaining records but ended up holding some back because of what he called the potential harm to national security. And while files have continued to be released during President Joe Biden's administration, some still remain unseen. The documents released over the last few years offer details on the way intelligence services operated at the time, and include CIA cables and memos discussing visits by Oswald to the Soviet and Cuban embassies during a trip to Mexico City just weeks before the assassination. The former Marine had previously defected to the Soviet Union before returning home to Texas. Mark S. Zaid, a national security attorney in Washington, said what's been released so far has contributed to the understanding of the time period, giving “a great picture” of what was happening during the Cold War and the activities of the CIA. Withheld files Posner estimates that there are still about 3,000 to 4,000 documents in the collection that haven’t yet been fully released. Of those documents, some are still completely redacted while others just have small redactions, like someone's Social Security number. There are about 500 documents where all the information is redacted, Posner said, and those include Oswald's and Ruby’s tax returns. “If you have been following it, as I have and others have, you sort of are zeroed in on the pages you think might provide some additional information for history,” Posner said. Adrian Peterson was the most recent non-QB to win it when he ran for 2,097 yards and 12 touchdowns for the Minnesota Vikings in 2012. Playing for a winning team matters, too. Nine of the past 11 winners played for a No. 1 seed with the other two winners on a No. 2 seed. The Vikings earned the sixth seed when Pederson was MVP. Barkley is a major reason why the Eagles (9-2) are leading the NFC East and only trail Detroit (10-1) by one game for the top spot in the conference. Does he have a realistic chance to win the MVP award? Kicker Mark Moseley was the MVP in the strike-shortened 1982 season when he made 20 of 21 field goals and 16 of 19 extra points in nine games for Washington. If voters once selected a kicker, everyone has a chance, especially a game-changer such as Barkley. Defensive tackle Alan Page was the MVP in 1971 and linebacker Lawrence Taylor won it in 1986. Running back Christian McCaffrey finished third in voting last year and wide receiver Justin Jefferson placed fifth in 2022. "But I do know that I will not be starting in Beaver Creek." For many a Sunday, he would watch NFL games on TV and see quarterbacks putting their hands on their helmets, desperately trying to hear the play call from the sideline or booth as tens of thousands of fans screamed at the tops of their lungs. When the NCAA's playing rules oversight committee this past spring approved the use of coach-to-player helmet communications in games for the 2024 season, Kolpacki, Michigan State's head football equipment manager, knew the Spartans' QBs and linebackers were going to have a problem. "There had to be some sort of solution," he said. As it turns out, there was. And it was right across the street. Kolpacki reached out to Tamara Reid Bush, a mechanical engineering professor who not only heads the school's Biomechanical Design Research Laboratory but also is a football season ticket-holder. Kolpacki "showed me some photos and said that other teams had just put duct tape inside the (earhole), and he asked me, 'Do you think we can do anything better than duct tape,?" Bush said. "And I said, 'Oh, absolutely.'" Bush and Rylie DuBois, a sophomore biosystems engineering major and undergraduate research assistant at the lab, set out to produce earhole inserts made from polylactic acid, a bio-based plastic, using a 3D printer. Part of the challenge was accounting for the earhole sizes and shapes that vary depending on helmet style. Once the season got underway with a Friday night home game against Florida Atlantic on Aug. 30, the helmets of starting quarterback Aidan Chiles and linebacker Jordan Turner were outfitted with the inserts, which helped mitigate crowd noise. DuBois attended the game, sitting in the student section. "I felt such a strong sense of accomplishment and pride," DuBois said. "And I told all my friends around me about how I designed what they were wearing on the field." All told, Bush and DuBois have produced around 180 sets of the inserts, a number that grew in part due to the variety of helmet designs and colors that are available to be worn by Spartan players any given Saturday. Plus, the engineering folks have been fine-tuning their design throughout the season. Dozens of Bowl Subdivision programs are doing something similar. In many cases, they're getting 3D-printed earhole covers from XO Armor Technologies, which provides on-site, on-demand 3D printing of athletic wearables. The Auburn, Alabama-based company has donated its version of the earhole covers to the equipment managers of programs ranging from Georgia and Clemson to Boise State and Arizona State in the hope the schools would consider doing business with XO Armor in the future, said Jeff Klosterman, vice president of business development. XO Armor first was approached by the Houston Texans at the end of last season about creating something to assist quarterback C.J. Stroud in better hearing play calls delivered to his helmet during road games. XO Armor worked on a solution and had completed one when it received another inquiry: Ohio State, which had heard Michigan State was moving forward with helmet inserts, wondered if XO Armor had anything in the works. "We kind of just did this as a one-off favor to the Texans and honestly didn't forecast it becoming our viral moment in college football," Klosterman said. "We've now got about 60 teams across college football and the NFL wearing our sound-deadening earhole covers every weekend." The rules state that only one player for each team is permitted to be in communication with coaches while on the field. For the Spartans, it's typically Chiles on offense and Turner on defense. Turner prefers to have an insert in both earholes, but Chiles has asked that the insert be used in only one on his helmet. Chiles "likes to be able to feel like he has some sort of outward exposure," Kolpacki said. Exposure is something the sophomore signal-caller from Long Beach, California, had in away games against Michigan and Oregon this season. Michigan Stadium welcomed 110,000-plus fans for the Oct. 26 matchup between the in-state rivals. "The Big Ten has some pretty impressive venues," Kolpacki said. "It can be just deafening," he said. BEIRUT (AP) — Syria's de facto leader said Sunday it could take up to four years to hold elections in Syria, and that he plans to dissolve his Islamist group that led the country's insurgency at an anticipated national dialogue summit for the country. Ahmad al-Sharaa, who leads Hayat Tahrir al-Sham, the group leading the new authority in Syria, made the remarks in an interview with Saudi television network Al-Arabiyya. It comes almost a month after a lightning insurgency led by HTS overthrew President Bashar Assad's decades-long rule, ending the country's uprising-turned civil war that started back in 2011. Al-Sharaa said it would take time to hold elections because of the need for Syria's different forces to hold political dialogue and rewrite the country's constitution following five decades of the Assad dynasty's dictatorial rule. Also, the war-torn country's battered infrastructure needs to be reconstructed, he said. “The chance we have today doesn’t come every 5 or 10 years,” said al-Sharaa, formerly known as Abu Mohammed al-Golani. “We want the constitution to last for the longest time possible.” Al-Sharaa is Syria's de facto leader until March 1, when Syria's different factions are set to hold a political dialogue to determine the country's political future and establish a transitional government that brings the divided country together. Earlier, an Israeli airstrike in the outskirts of Damascus on Sunday killed 11 people, according to a war monitor, as Israel continues to target Syrian weapons and military infrastructure even after the ouster of Assad. WASHINGTON (AP) — President-elect allies on Capitol Hill rallied around , Trump’s Pentagon pick, on Thursday even as that he had sexually assaulted a woman in 2017. The GOP embrace of Hegseth came as another controversial Trump nominee, Matt Gaetz, withdrew from consideration for attorney general. Gaetz said it was clear he had become a “distraction" amid pressure on the House to release an ethics report about allegations of his own sexual misconduct. An attorney for two women has said that his clients told House Ethics Committee investigators that Gaetz paid them for sex on multiple occasions beginning in 2017, when Gaetz was a Florida congressman. Fresh questions over the two nominees' pasts, and their treatment of women, arose with Republicans under pressure from Trump and his allies to quickly confirm his Cabinet. At the same time, his transition has so far balked at the vetting and background checks that have traditionally been required. While few Republican senators have publicly criticized any of Trump's nominees, it became clear after Gaetz's withdrawal that many had been harboring private concerns about him. Oklahoma Sen. Markwayne Mullin, who served with Gaetz in the House, said it was a “positive move.” Mississippi Sen. Roger Wicker said it was a “positive development.” Maine Sen. The city of Austin, Texas, is taking steps to address the submission of an artificial intelligence-generated public comment during a City Council meeting that included racist content. This was a challenge Austin officials faced during a Nov. 7 City Council meeting, when an AI-generated comment was submitted during a public comment period. In a to the City Council message board, Austin Mayor Kirk Watson addressed the AI-generated comment days after it occurred, emphasizing the city is actively working to prevent additional instances like this. “What happened was unacceptable, and it also showed a huge flaw in the system that someone could use AI to manipulate — and kind of derail — what public comments should be about,” said Councilmember Zohaib Qadri. Austin offers 10 intervals of up to three minutes each during each City Council meeting for public comment — when members of the public can speak about issues that matter to them. Qadri underlined the importance of keeping this channel of communication open while reserving those spaces for actual constituents. The AI-generated comment identified itself as such at the end, he said, but the increasing sophistication of AI may hinder the identification of the use of such tools in the future. To address these risks, Qadri said the Office of the City Clerk and the city manager are working together to create solutions and best practices that will prevent these situations. “We continually explore options that would further protect the integrity of the registration process without impacting community access,” a city spokesperson said in an email. According to the spokesperson, the city does not share its technology security measures publicly. However, they noted these best practices will not include editing or pre-screening of a speaker’s comments. Qadri said he hopes the city is able to determine who perpetrated this call and prevent the submission of additional AI-generated comments. “Governments, by their very foundation, require transparency and open communication and a level of trust in order to best serve our constituents,” Qadri said, arguing GenAI can “destabilize an already fractured media environment” through its ability to rapidly spread disinformation. The remark’s racist content is not unique to AI-generated comments, Qadri explained, as occasionally people make comments with hateful language toward certain ethnic or religious groups, or the LGBTQ+ community. “I think we as a council should always look to push back,” he said. “We need to do whatever we can, through rhetoric or policy, to push back against hate and to make sure that people really feel that Austin is a safe community.” In February, the City Council approved a to create rules and best practices addressing AI technologies; in response to the resolution, the city issued a highlighting city standards for GenAI. The WPS also saw a boost in record-check and special-duty policing revenue, savings from some unplanned hiring delays and decreased overtime costs, he said. During a finance committee meeting last week, a previous request to approve a $2.2-million WPS overrun was deferred until January, after Stannard told the committee the service is increasingly confident the extra money won’t be needed. “It (is) a good news story for us... I’m proud of my staff. We meet every month, we go through the budget weekly and we have overtime committee meetings,” said Stannard. He said deferring the funding request will ensure money is available if there are any financial surprises in December. Reports predicting a WPS shortfall were written prior to the most recent financial improvements, Stannard noted. “The pressures on the city this year are so high, we wanted to at least tell (the finance committee members), don’t worry about our forecast. We’re pretty confident we’re getting within budget,” he said. “It will relieve some of the tension on the shortfall for the city.” The changes follow a bleak recent budget forecast for Winnipeg overall, which predicted the city will end the year with a $23.4-million deficit. That November report was released prior to the improved police projections. At the time, finance staff proposed a plan to transfer $14.3 million from the city’s financial stabilization reserve to cover the deficit, emptying the fund. The remaining $9.1-million shortfall would be covered in the 2025 budget. If that happens, it would mark the first time in recent memory that the city addressed a previous year’s deficit in a new budget. City council’s finance chairman said he was pleased to learn the city deficit now appears $2 million smaller. “Every amount counts at this point, so that is certainly positive. I certainly appreciate the work of the service... for their work to try and get to this point,” said Coun. Jeff Browaty. The recent 29th Conference of the Parties (COP29) in Azerbaijan underscored this reality, marking a significant step forward in the global climate agenda. With key agreements reached to accelerate climate action, the summit, dubbed the “climate finance COP,” saw countries unite to establish a more ambitious , aiming to accelerate action on emissions and adaptation. A key outcome was the establishment of the New Collective Quantified Goal (NCQG), which will replace the expiring US$100 billion target and commit to mobilizing US$300 billion annually for developing countries by 2035.. However, the NCQG falls short of the developing countries had advocated for — and even that figure may be insufficient to fully address their climate financing needs. Key questions remain: Who will shoulder the costs? Will the funding be in the form of grants, concessional loans, or private sector loans? And, crucially, how will these resources be allocated and distributed? These uncertainties must be addressed for the NCQG to be truly effective. The new agreement holds significant implications for both India and China. As central players in this climate finance commitment, their contributions, alongside global support, will be crucial in determining whether the world can meet its climate objectives. As a major emerging economy, India faces the challenge of with economic development and poverty alleviation. Recent discussions at COP29 underscored India’s need for to transition to a low-carbon economy. New Delhi has long argued that developed nations, responsible for the bulk of historical emissions and with higher levels of economic development, should shoulder a larger share of the financial burden. While India has made progress in renewable energy — setting an ambitious target of of non-fossil fuel-based energy by 2030—it still faces significant obstacles in scaling these efforts without substantial financial and technological support. The NCQG’s commitment to annually for developing countries offers hope. But India’s call for more substantial climate finance remains unmet. India’s approach to climate action is inherently linked to its development priorities. Despite this, India in the latest Climate Change Performance Index (CCPI), with a relatively low per capita emission of 2.9 tons of carbon dioxide equivalent (tCO2e), well below the global average of 6.6 tCO2e. This ranking reflects India’s proactive climate policies, demonstrating that sustainable growth is achievable even for developing countries. However, India has repeatedly emphasised that climate finance should not come with strings attached, such as or policy restrictions that could hamper its economic growth. For New Delhi, the key challenge will be to balance its development needs with climate commitments, ensuring that financial assistance is both equitable and transparent. China, for its part, has also faced scrutiny. At COP29, China came under intense scrutiny for its insufficient contributions to climate finance. As the world’s largest emitter, its financial commitment to global climate action is increasingly seen as a critical test of its leadership on the world stage. Under the 2015 Paris Agreement, climate finance responsibility falls on developed nations due to their historical emissions. However, negotiators have increasingly urged China to take on a larger financial role. While China maintains its stance as a developing country and resists mandatory contributions, its voluntary pledges have raised questions about its commitment — setting the stage for continued debate on China’s financial responsibility in global climate action. Critics argue that China’s rising global influence, its strong industrial capacity and its status as the world’s largest greenhouse gas emitter necessitate in addressing climate change. As global pressure for climate action intensifies, China’s role in climate finance will face heightened scrutiny – especially if Beijing aims to assert greater influence in shaping international climate diplomacy. Since 2016, China has committed in climate finance to developing nations, according to Chinese officials. Annual contributions are estimated at – roughly 5% of what developed countries contribute. While significant, it still falls short of the US$100 billion annual target for developed nations, a responsibility China has yet to meet. Although China has emerged as a key player in climate finance, it operates outside the traditional United Nations framework and on its own terms. Notably, a significant portion of its financial contributions is in the form of , raising concerns about the long-term sustainability and potential debt burdens of recipient nations. As China’s geopolitical and economic power expands, its climate finance strategy will face increasing pressure, especially as calls for greater transparency and more robust commitments intensify. COP29 set a crucial milestone with the NCQG. For India and China, the conference underscored their pivotal roles in funding global climate action. Both countries must now lead by example. After all, their actions will shape the future of climate diplomacy and global sustainability.

NEW ORLEANS (AP) — The largest artificial intelligence data center ever built by Facebook’s parent company Meta is coming to northeast Louisiana, the company said Wednesday, bringing hopes that the $10 billion facility will transform an economically neglected corner of the state. Republican Gov. Jeff Landry called it “game-changing” for his state’s expanding tech sector, yet some environmental groups have raised concerns over the amount of energy it would use — and whether it could lead to higher energy bills in the future. Meanwhile, Elon Musk’s AI startup, xAI, is expanding its existing supercomputer project in Memphis, Tennessee, the city’s chamber of commerce said Wednesday. The chamber also said that Nvidia, Dell, and Supermicro Computer will be “establishing operations in Memphis,” without offering further details. Louisiana is among a growing number of states seeking to lure big tech firms in need of energy-intensive data centers with tax credits and other incentives. The U.S. Commerce Department found that there aren’t enough data centers in the U.S. to meet the rising AI-fueled demand, which is projected to grow by 9% each year through 2030, citing industry reports. Meta anticipates its Louisiana data center will create 500 operational jobs and 5,000 temporary construction jobs, said Kevin Janda, director of data center strategy. At 4 million square feet (370,000 square meters), it will be the company’s largest AI data center to date, he added. “We want to make sure we are having a positive impact on the local level,” Janda said. Congressional leaders and local representatives from across the political spectrum heralded the Meta facility as a boon for Richland parish, a rural part of Louisiana with a population of 20,000 historically reliant on agriculture. About one in four residents are considered to live in poverty and the parish has an employment rate below 50%, according to the U.S. census data. Meta plans to invest $200 million into road and water infrastructure improvements for the parish to offset its water usage. The facility is expected to be completed in 2030. Entergy, one of the nation’s largest utilities providers, is fast-tracking plans to build three natural gas power plants in Louisiana capable of generating 2,262 megawatts for Meta’s data center over a 15 year period — nearly one-tenth of Entergy’s existing energy capacity across four states. The Louisiana Public Service Commission is weighing Entergy’s proposal as some environmental groups have opposed locking the state into more fossil fuel-based energy infrastructure. Meta said it plans to help bring 1,500 megawatts of renewable energy onto the grid in the future. Louisiana residents may ultimately end up with rate increases to pay off the cost of operating these natural gas power plants when Meta’s contract with Entergy expires, said Jessica Hendricks, state policy director for the Alliance for Affordable Energy, a Louisiana-based nonprofit advocating for energy consumers. “There’s no reason why residential customers in Louisiana need to pay for a power plant for energy that they’re not going to use,” Hendricks said. “And we want to make sure that there’s safeguards in place.” Public service commissioner Foster Campbell, who represents northeast Louisiana, said he does not believe the data center will increase rates for Louisianians and views it as vital for his region. “It’s going in one of the most needed places in Louisiana and maybe one of the most needed places in the United States of America,” Foster said. “I’m for it 100%.” Environmental groups have also warned of the pollution generated from Musk’s AI data center in Memphis. The Southern Environmental Law Center, among others, says the supercomputer could strain the power grid, prompting attention from the Environmental Protection Agency. Eighteen gas turbines currently running at xAI’s south Memphis facility are significant sources of ground-level ozone, better known as smog, the group said. Stomping around the NBA as the defending champions can have its benefits. Last week, the Boston Celtics took advantage of theirs. One really cool perk: a team reunion happens near the White House Rose Garden with the President of the United States offering compliments on — of all things — points per possession. Also, Jaylen Brown, the 2024 Finals MVP, can basically tweet things into existence, like meeting childhood idol Bill Nye the Science Guy, then actually get him to come to a game. But the luxuries that last year’s accomplishments bestowed on the 2024-25 Celtics do little to nothing for what matters this season: winning again. Since the 2017 and 2018 seasons, the NBA has not produced back-to-back champions. Not with the Golden State Warriors, who won in 2022 on the last fumes of their dynasty, or with the 2023 champion Denver Nuggets, who are still led by the league’s best player in Nikola Jokic. Boston, with its young superstars Brown and Jayson Tatum still in their 20s and a strong core stocked with veterans Jrue Holiday, Derrick White and (insert name of healthy center here), would figure to be the favorites again next June. Yet, that’s not a given. Even with the distinction of being the only team thus far this year to knock off the Cleveland Cavaliers, who started the season 15-0, Boston faces the same obstacles that tripped up the previous five champs. Specifically, can they recapture the angst? “I think we still got a lot to prove,” White said last Friday night, following the Celtics’ closer-than-expected 108-96 win over the Washington Wizards. “It’s going to be a long season, We just got to enjoy the ups and downs and know what led us to our success last year.” Rewind to last season and think back to those Celtics players who wouldn’t leave the house without a big ol’ chip on their shoulders. They loved that chip. Carried it everywhere they went. Nursed it to sleep every night. Gave it a name and called it Disrespect. Back then, it was easy to fuel a whole season with that energy because Boston was coming off a disappointing playoff run (losing in Game 7 of the 2023 Eastern Conference Finals to the Miami Heat) and feeling the tight squeeze of a narrowing championship window. So when Boston finally broke through, defeating the Dallas Mavericks in the 2024 NBA Finals, it felt like long-delayed relief. As the confetti fell, Tatum found his mother and shouted: “What they gonna say now?!” then repeated it during his television interview. After soaking in champagne, Brown rushed to Instagram to mock those who betted against Boston. They replaced the chip with a golden trophy. Yet since then, it seems they’ve tried to manufacture the angst for more motivation this year. Over the summer, they searched for slights. When Brown didn’t get picked as an injury replacement for the USA men’s basketball team — his teammate White was selected instead — he again used social media as an outlet for his emotions. And after Tatum returned from the Paris Olympics, earning a gold medal despite remaining on the bench in two games, Celtics coach Joe Mazzulla called it a “gift” that could inspire him to work toward even more success in the future. Still, when you’re a reigning champ, it’s hard to live in the space of feeling disrespected. Not while standing and listening to President Joe Biden praise their accomplishments, as the Celtics did last Thursday afternoon during their visit to the White House. By Friday night, the love affair continued in downtown D.C. as Celtics fans once again commandeered Capital One Arena in support of their favorite team against the Wizards. It wasn’t enough that the color green dotted every section of the arena, and for the crowd to have been pro-Boston all night. Mazzulla felt he needed to contrive some chaos. “It changed the energy in the arena. Did you feel that?” Mazzulla said about picking up a technical foul in the third quarter. “It wasn’t really about energizing the team, I think it was just manipulating the environment. I thought that’s what the environment needed at the time. We just have to make those calls from time to time.” Mazzulla didn’t need to manipulate a thing last Tuesday night when Boston, playing in front of a fired-up home crowd, gave the Cavs their first loss. The tactic to stir up the room — his players, really — was necessary Friday night with the Celts shooting poorly (11 for 46 from the three-point arc overall) in a close game against a team that had lost nine straight. “Every game’s a little different. Some games (there’s) more energy, some games we just have to find a way,” White said. “Our coach does a good job of just trying to figure out the game and trying to figure out how we are, and put us in the right position to win.” Maybe because they’re champions, the Celtics can ratchet up the intensity when necessary, as they did in knocking off the best team in the Eastern Conference one night, then get away with playing abysmally against one of the worst teams in the league a few days later. Especially because they’re champs, Brown can get a personal audience with Nye in the back hallway of Capital One Arena, and pose for a photo with the man who made learning science a joy for him. No disrespect to the champs, but maybe this Boston group is so good that it doesn’t need any more made-up motivations.Blame it on the food and drink?

As part of the deal, Unitil will have to measure, report and take steps to reduce the amount of greenhouse gases released into the air from accidental leaks and intentional venting of pipelines. The Public Utilities Commission voted 3-0 to back the sale announced in July. The acquisition boosts Unitil’s 618-mile distribution network in Maine by more than 50%, adding Bangor Natural Gas’ 351 miles of pipelines. The move also will join the 8,500 Bangor Natural Gas customers with Unitil’s 33,000 Maine customers. Unitil, known as Northern Utilities, is based in New Hampshire and also serves customers there and in Massachusetts. Bangor Gas has been acquired from PHC Utilities Inc., a subsidiary of Hope Utilities Inc. of Morgantown, West Virginia. A closing date has not been set while Unitil awaits the formal order issued by the PUC, Unitil spokesman Alec O’Meara said. Hope Utilities did not immediately respond to a telephone message seeking information about the deal. Public Advocate William Harwood has said the move could save money for ratepayers by consolidating the state’s relatively small natural gas industry, leaving three natural gas companies operating in Maine. The acquisition agreement approved by the PUC stipulates that Bangor Gas will not seek a rate increase before Jan. 1, 2027, and will not bill customers for certain costs related to the deal. PUC Chairman Philip L. Bartlett II said the provisions barring a rate increase for two years and limiting the impact on ratepayers of business reorganization costs protect consumers. And the provisions to measure and mitigate natural gas emissions are “beneficial and in the public interest,” he said. Unitil reported that 20,424 metric tons of carbon dioxide equivalent, or the amount of gas that would have the equivalent global warming impact, was released in 2023. It’s down by about 18% since 2019. Construction work and reported leaks are leading causes of gas releases, O’Meara said. Unitil said it’s using gas-capturing technology as part of regular maintenance to prevent gas releases from blowdowns, which are releases of pressurized natural gas during maintenance, inspections or emergency responses, and other construction activities. Harwood, Unitil and the Conservation Law Foundation, an environmental group, negotiated an agreement requiring Bangor Gas and Northern to review emissions mitigation practices, including from leaks and intentional venting, and review “commercially reasonable ways” to improve those practices. O’Meara said the procedures are in place in its network of gas pipelines in the Portland area and will be applied to its new Bangor Gas property that serves customers in Hancock, Penobscot and Waldo counties. Unitil’s service area extends from the Maine-New Hampshire line to Lewiston. The agreement will not be interpreted as justifying Bangor Gas to replace pipelines as a way to comply with the agreement. At the same time, the agreement will not be interpreted to constrain the “operational discretion” of the gas business. Unsuccessful legislation this year tried to limit natural gas connections by changing how hookups are financed. The measure would have required prospective businesses and residential customers, rather than ratepayers, to pay for natural gas expansions. Supporters said the legislation would limit greenhouse gas emissions and slow the expansion of natural gas pipelines as policymakers are pushing for broader electrification of building heating and cooling systems. Natural gas is typically used for heating water and buildings, cooking and drying clothes. Maine’s natural gas utilities, which include Summit Natural Gas of Maine and Maine Natural Gas, serve 50,000 customers, which is a relatively small number, he said. "Hopefully, we can continue to have success, keep winning and give him that opportunity.” Before the Saints' demoralizing defeat at Carolina precipitated the firing of third-year coach Dennis Allen , Rizzi had never been a head coach at the NFL or major college level. The north New Jersey native and former Rhode Island tight end got his first head coaching job at Division II New Haven in 1999. He also coached his alma mater in 2008 before moving to the NFL with Miami in 2009 as a special teams assistant. By 2010, he was the Dolphins' special teams coordinator and added the title of associate head coach in 2017 before ex-Saints coach Sean Payton lured him to New Orleans in 2019. A common thread shared by Payton and Rizzi is that both worked under Bill Parcells. Parcells — known best for winning two Super Bowls as coach of the New York Giants — was coaching the Dallas Cowboys when Payton was his offensive coordinator. Rizzi, who grew up a Giants fan during the Parcells era, got to know his childhood idol during his first couple years in Miami, where Parcells executive vice president of football operations. Since his promotion, Rizzi has spoken to both Payton and Parcells. And he has begun to employ motivational techniques reminiscent of Payton, who left New Orleans in 2022 as the franchise leader in wins (152 in the regular season and nine in the postseason — including New Orleans' lone Super Bowl triumph). Payton as a big believer of symbolic imagery and motivational props, from baseball bats distributed before contests that were expected to be especially physical to gas cans left in the lockers of aging veterans whose performance was key to the club's success. Rizzi, who describes himself as a “blue collar” guy, has his own spin on such things. He began his tenure by asking players to accept individual responsibility for the metaphorical hole the team had dug itself and asked them all to embrace the idea of filling it up — one shovelful at a time. He even has brought a shovel — as well as a hammer, tape measure, level and other construction tools — to team meetings to help make his points. Saints tight end Taysom Hill, who also plays on special teams, has gotten to know Rizzi well during a half-decade of working together. Hill doesn't sound surprised to see Rizzi's combination of work ethic, enthusiasm and personal touch resonating across the entire team now. He also made a lot of changes , from weekly schedule adjustments to reconfiguring players' lockers by position. “He has a really good pulse on what we need collectively as a team to get ready for a football game," said Hill, who scored three touchdowns and accounted for 248 yards as a runner, receiver, passer and returner against Cleveland. “Guys have responded to that.” Because Rizzi's first victory came over the first-place Atlanta Falcons , and because the Falcons lost again last week, the Saints now trail Atlanta by just two games with six to play. Suddenly, the idea of the Saints playing meaningful football down the stretch is not so far-fetched. “We’re starting to get our swag back, and that makes me happy,” Rizzi said. ”We’re going to have some downtime now to kind of press the reset button again and see if we can make a push here." When the Saints return to action at home against the Los Angeles Rams on Dec 1, they'll do so with a level of momentum and positivity that seemed to steadily drain out of the club between their first loss of the season in Week 3 through the six straight setbacks that followed.
