A data-focused approach to tackling phishing and business fraud promises significant reductions in the amount of phishing and phone-based fraud that companies — and their customers — face, but worries remain over whether fraudsters will adapt. On Nov. 19, the Financial Services Information Sharing and Analysis Center (FS-ISAC) unveiled its Phishing Prevention Framework, a program consisting of best practices in data collection, defense, and customer communications that has already reduced the volume of phishing incidents — as measured by abuse complaints — in a pilot program with three banks. The framework cut the incidence of abuse complaints for those financial-services firms in half and promises significant benefits for any business targeted by cybercriminals, if they implement certain best practices — such as security education and intelligence collection — included in the framework. While FS-ISAC has released the framework for the financial-services sector — where phishing is a pernicious problem — the techniques are broadly applicable, says Linda Betz, executive vice president of global community engagement at the organization. "While the framework is tailored for financial institutions due to the sensitive nature of their operations, the strategies can benefit businesses across industries," she says. "For instance, cataloging communication channels and deploying anti-phishing technologies are broadly applicable and scalable solutions for any organization dealing with sensitive customer interactions or high volumes of transactional data." The financial services sector is not the only industry plagued by phishing. In 2023, US consumers and businesses reported nearly 300,000 phishing-related crimes to the FBI, according to its annual Internet Crime Report . Phishing and pretexting — which differs in that the attacker surreptitiously joins an email thread — account for 31% and 40%, respectively, of all social engineering attacks, according to Verizon's 2024 Data Breach Investigations Report (DBIR) . Security awareness exercises have found that it takes less than 60 seconds for the first victims of a phishing campaign to click a link and enter their information. As part of its Phishing Prevention Framework, the FS-ISAC recommends organizations create a data-focused process for handling abuse complaints and focus on maximizing the insights that can be learned from phishing campaigns. Companies should create a fraud and phishing intake pipeline that records critical information and an abuse box infrastructure that allows security and fraud teams to disseminate intelligence to other business groups, the report stated . The key issue is that fraud reporting often focuses on preventing the bad transaction and spends little time on understanding how the activity originated, FS-ISAC's Betz says. "Structuring the abuse box to glean that information from the customer helps the financial institution know where to focus to address the root cause and take actions to reduce the risk and prevent future attempts, then share the actionable intelligence across the organization and the sector," she says. Companies "should implement structured fraud reporting systems to capture actionable data, coordinate across relevant departments, and participate in industry-wide threat intelligence platforms to help the entire sector understand the current tactics being used by fraudsters." The framework also calls for the cataloging all the ways a business communicates with customers and partners, a potentially time-consuming process. While automation can help, collaborating internally across groups and with third parties is key, says Betz. "Leveraging a succinct data collection survey including the type, origin, and results of the fraudulent activity can help establish any trends in the phishing attempts and better identify any weak areas within networks," she says. While all the steps included in the framework are commonsense approaches to anti-phishing, implementing them all will take time, says Betz. For that reason, the FS-ISAC has listed the actions along with a step number to prioritize defensive efforts. Whether establishing the processes and technologies called for by the Phishing Prevention Framework will lead to fewer successful phishing campaigns or just force attackers to evolve remains to be seen, says Matthew Harris, senior product manager for fraud at OpSec Security, a brand protection and anti-fraud firm. "One thing I've learned about being about dealing with fraudsters is that they'll pivot instantly, and the problem is that they'll pivot far faster than any other company can pivot," he says. "If they realize that there's a way that they can get better ROI, they'll do it." Scammers are already moving toward phishing attacks that increasingly use voice calls. Phone-based phishing started as a minor issue in 2021 and now accounts for nearly a quarter (23%) of all phishing attacks, according to data collected by OpSec Security. Phone-based phishing includes SMS phishing — "smishing" — and phishing emails that include a fraudulent phone number. Because there are fewer integrity checks on phone calls, cyberattackers will likely increasingly use the telecommunications channel in their scams, says OpSec's Harris. "As email security ... has gotten more and more advanced, it becomes more and more difficult [for a scammer] to communicate a traditional email to a person," he says. "By pivoting away from email and towards a phone number, ... there's a good chance a person is going to pick up that phone [giving them] access to the victim directly." Kaval, who in 2016 succeeded Michael Crowley as A’s president, had previously served as president of the MLS’ San Jose Earthquakes, who are also owned by the Fisher family. When he first came to the A’s, he drew praise for his open-door policy to hear from fans and for changes he made at the Oakland Coliseum. He brought in food trucks for games and opened the “Treehouse” a 10,000-square-foot area that included a bar, lounge and patio for fans to watch games from left field. Kaval took a less public role in the Bay Area after the team announced plans in 2023 to move to Las Vegas. But by then the man who once promised the A’s would remain “Rooted in Oakland” had been long branded by A’s fans a primary villain (along with Fisher) in the relocation saga. In May 2021, while Kaval and other A’s officials were in Las Vegas exploring possibilities to move the team to the area, he rankled two Bay Area fan bases with a single social media post. While attending the Vegas Golden Knights’ home playoff game he posted a video on the social media platform now known as X of the boisterous crowd on its feet at T-Mobile Arena just before the drop of the puck. “Wow! #StanleyCup playoffs! @GoldenKnights,” Kaval tweeted in regards to the atmosphere inside the arena. Sharks fans were angered because he was complimenting a hated rival, and A’s fans were enraged because it was at the same time his team was losing to the Seattle Mariners at the Coliseum. Kaval was outwardly optimistic about a new ballpark getting done in Oakland early in his tenure. In 2017, he announced the team had decided on a piece of land in the Peralta Community College District in Laney College. But the plan was met with quick opposition from city leaders and residents who were concerned the stadium would displace low-income families and businesses in the Chinatown and East Lake neighborhoods. A year later, Kaval and the A’s publicly announced their intentions to build their new ballpark at Howard Terminal near Jack London Square. The Oakland City Council in 2021 voted to approve a non-binding term sheet to continue negotiations with the team over the $12 billion proposal that included the ballpark and a mixed-use development project. But Kaval said the team would not accept that term sheet while the two sides disagreed over infrastructure costs. It was around that time Kaval publicly spoke about a “parallel path” that included the ballpark plans in Oakland and Las Vegas . In June 2023, Nevada Gov. Joe Lombardo signed a bill that would give the A’s $380 million in public money toward their Las Vegas stadium. The A’s began the application process for relocation a week later, and MLB owners unanimously approved the team’s eventual move that November.And with its lease at the Oakland Coliseum up in 2024, the team announced last April it would move temporarily to Sutter Health Park, home of the Sacramento River Cats, rather than extend their lease at their home venue they initially moved to in 1968. A Winnipeg pilot project offers arena ice and rocks in a curling club to top teams in the area. Two sheets at the eight-sheet Heather Curling Club are prepped and clipped by leading ice maker Greg Ewasko, who has repurposed provincial championship rocks for use. A cabinet containing a TV for video analysis, speed trap equipment for weight control and smart brooms to track pressure, speed and power is rinkside. When Dave Murdoch accepted the job of Curling Canada’s high-performance director two years ago, he envisioned regional training hubs across the country to serve the nation’s top curlers and teams, plus the next generation in the sport, in those geographical areas. Winnipeg’s hub that’s been up and running since Oct. 8 is a step toward his vision. The Saville Community Sports Centre on Edmonton’s University of Alberta campus and Calgary’s Glencoe Club had National Training Centre designations predating Murdoch’s arrival. Winnipeg is a test case for what he hopes will be expansion across Canada. “We’ve got a couple of centres in Alberta, but how can we create a network across the country that’s really going to not only help our national team program, but has somewhere for our NextGen to evolve?” Murdoch said. “We have a lot of interest in this model, and I’d like to think that come season 2025-26 we’ll have a few more in place.” Olympic and two-time world champion Jill Officer oversees the Heather operation as Curl Manitoba’s high-performance director. “The biggest thing about it is, while we are using an existing facility, we have two dedicated sheets that are probably 85 per cent of the time for national team and NextGen athletes,” Officer explained. “The difference is the consistency and quality of the ice. Recreational curlers playing on that ice might have a difficult time managing it because it’s so much more similar to arena conditions. It is curling a lot. The speed is really nice. “I’ve had a lot of players say ‘thanks so much for doing this. It feels good to be excited to go to practice again.'” Mike McEwen, Kerri Einarson, Kaitlyn Lawes, Kate Cameron, national under-25 men’s champion Jordan McDonald and the NextGen mixed doubles duo of Mackenzie Arbuckle and Aaron McDonnell are among curlers training with lively ice and rocks that mimic Grand Slams, national and world championships more than regular club ice and stones. “We went to the Heather because I run some youth programs there, but I also knew they had enough hours for us to be able to offer it,” Officer explained. “A lot of clubs in Winnipeg typically are quite full up or they’re booked. It’s maybe a little more challenging to provide us with two sheets that would be for us 85 to 90 per cent of the time. “The big idea came from David and we’ve been talking about his idea of wanting to have these regional hubs across the country because Canada is so large and we have athletes spread out everywhere. It would be great to have these sort of setups and conditions in more places than just Alberta.” Winnipeg’s hub is a joint venture of Curling Canada, Curl Manitoba, the provincial government, Sport Manitoba and the Canadian Sport Centre Manitoba. “The biggest piece we were missing was funding to make it happen,” said Curl Manitoba executive director Craig Baker. “Curl Manitoba couldn’t go at it alone and Curling Canada couldn’t go at it alone, so how do we make it happen? “There was a bunch of different pieces and for us this year the biggest one was the province coming on board. The province of Manitoba came to Curl Manitoba and said it’s something they wanted to support.” Neither Murdoch nor Baker would give the price tag for the project stating it was the sum of funding from multiple partners. Existing rocks and technological equipment were brought to the facility, and a nutritionist and strength and conditioning coach at the Canadian Sport Centre Manitoba were already working with athletes. Athletes pay a fee to use it, either as individuals or as a team. “We’re trying to do it as economically has possible,” Baker said. “If we’re able to provide a venue where athletes can say they love to train, then I think we’re doing something right.”
